The recent tendency is that the delivery system of domestic public construction works is getting more and more diversified and advanced. As part of such tendency, the CM at Risk system has been reflected in the basic law for construction industry although not an exemplary project has yet been performed by any contractors because detailed regulations that will enforce the law have not been enacted. In order to have the CM at Risk System operated and utilized properly in the public sector, the role of specialty construction contractors which are currently carrying out most of subcontracting projects is extremely important. In reality, however, specialty construction contractors seem to be far from being ready to act in concert with the CM at Risk System. The present study thus aims to make a theoretic review of the CM at Risk System in an attempt to make specialty construction contractors have more understanding to the System. For this aim, survey of literature and 1st and 2nd enquetes with experts were conducted, which resulted in finding factors to Strengthen the competitive power of specialty Construction Contractors divided by large, medium and small sizes.

최근 들어 국내 공공건설공사의 발주제도는 지속적으로 다양화 또는 선진화되어가는 추세이다. CM at Risk제도 역 시 이러한 추세 속에 건설산업기본법에 도입된바 있으나 시행을 위한 세부적 법령 정비가 이루어지지 않으면서 아 직까지 시범사업조차 실시되지 못하고 있는 상황이다. 국내 공공부문에 CM at Risk 방식이 제대로 도입·활용되기 위해서는 현재 하도급공사를 주로 담당하고 있는 전문 건설업체들의 역할이 매우 중요한데 전반적으로 전문건설업계는 CM at Risk 시행에 대한 대응 또는 대비가 미진한 상황이다. 이에 본 연구에서는 전문건설업계의 CM at Risk 이해를 증진시키기 위해 이론적 고찰이 이루어졌으며, 문헌조사와 1차·2차 전문가 설문조사를 통해 전문건설업계에 필요한 경쟁력 강화 요소를 대형업체와 중소업체 별로 도출하였 다.
