This study purposes to analyze what kind of weakness coastal cities in Korea have with regard to climate change, by way of developing and assessing an evaluation index of climate change vulnerability which is suitable to Korean coastal cities. In the evaluation of coastal cities' climate change vulnerability, the most important thing is using evaluation indexes suitable to the peculiarities of coastal cities. But as there were only the evaluation indexes intended for inland or coastal cities in former times, coastal cities' vulnerability today could not be estimated properly. Therefore this study, considering climate change vulnerability factors that marked coastal cities' peculiarity, selects climate exposure evaluation indexes (temperature, precipitation, wind speed, sea level); evaluation indexes related to sensitivity (human factors, facility factors, natural factors, ocean factors); evaluation indexes related with adaptive capacity (economic capacities, social capacities, administrative capacities, ocean’s response capacities), and develops new evaluation indexes choosing concrete evaluation provisions by evaluation factors. It estimates climate change vulnerabilities of ten Korean coastal cities by using this evaluation index. As a result, it is shown that the vulnerability of Incheon city is highest and that of Seogwipo city is lowest.

본 연구는 우리나라 연안도시에 적합한 기후변화 취약성 평가지표를 개발하고 실제 평가함으로서 연안도시가 기후변화에 어떤 취약성을 가지고 있는지 분석하는 것이 목적이다. 연안도시의 기후변화 취약성 평가에서 가장 중요한 것은 연안도시의 특성에 적합한 평가지표를 사용하는 것으로써 기존에는 내륙도시나 연안지역을 대상으로 만든 평가지표만 있어서 연안도시의 취약성을 제대로 평가하지 못하였다. 따라서 본 연구에서는 연안도시의 특성에 따른 기후변화 취약성을 고려하여 기후노출 관련 평가요소(기온, 강수, 풍속, 해수면), 민감도 관련 평가요소(인적요소, 시설요소, 토지요소, 해양요소), 적응능력 관련 평가요소(경제능력, 사회능력, 행정능력, 해양대응능력)를 정하고 평가요소 별로 구체적인 평가항목을 정하여 새로운 평가지표를 개발하였으며 이 평가지표를 사용하여 국내 연안도시 10곳의 기후변화 취약성을 평가하였다. 평가결과 인천시가 취약성이 가장 높게 나타났으며 서귀포시가 가장 낮은 것으로 나타났다.
