This paper empirically examines the impact of various types of policy funds support in small and medium enterprises on economic growth, using the quarterly time series date over the period 1998∼2012. The various types of policy funds consist of guarantee supporting, direct and indirect loan from Small and Medium Business Corporation (SBC), and aggregate credit ceiling loan. To denote economic growth, real GDP per capita and industrial product index are used. In addition, ARDL bounds test approach is used as an empirical method, since both I(0) and I(1) variables are mixed. When real GDP per capita is used as the dependent variable, real GDP per capita is cointegrated with guarantee supporting, direct and indirect loan from SBC. Further, industrial product index is cointegrated with guarantee supporting and direct loan from SBC. In the cases of cointegration relations, it is found that guarantee supporting and direct loan from SBC contribute to economic growth in the long-run but no significant impacts are estimated in the short-run. Therefore, the empirical result suggests that the direct financial support in the long-run can be the most effective policy funds support to small and medium enterprises for economic growth.

본 연구는 1998년∼2012년의 우리나라 분기별 시계열자료를 이용하여 지원유형별 중소기업 정책금융 지원이 경제성장에 미치는 영향을 분석하였다. 지원유형별 중소기업 정책금융은 보증지원, 중소기업진흥공단(중진공)의 직접대출 및 대리대출, 총액한도대출로 구성하였으며, 경제성장을 나타내기 위해서는 실질 1인당 GDP와 산업생산지수를 이용하였다. 실증분석 방법론은 정상성 변수와 비정상성 변수가 혼재되어 있기 때문에 ARDL 한계검정법을 사용하였다. 실증분석 결과, 실질 1인당 GDP를 종속변수로 설정한 모형에서는 보증지원, 중진공 직접대출 및 대리대출과 실질 1인당 GDP 간에 공적분 관계가 관측되었으며, 산업생산지수를 종속변수로 설정한 모형에서는 보증지원과 중진공 직접대출만이 산업생산지수와 공적분 관계를 형성하였다. 공적분 관계가 관측된 경우에 대해 장・단기 모형을 설정하여 장・단기계수를 도출하였으며, 그 결과 보증지원 총보증공급액과 중진공 직접대출이 장기적으로 경제성장에 기여한 반면, 단기적인 영향은 통계적으로 유의하지 않은 것으로 추정되었다. 따라서 본 연구결과는 중소기업에 대한 직접적인 재정지원이 장기적 관점에서 이루어질 때 경제성장 제고에 가장 효과적일 수 있음을 제시한다.
