This paper investigates how industrial diversity of each region changes over time and affects regional economic growth in Korea. For these purposes, we measure Entropy maximization indexes using the 1993-2010 data of 16 regions in Korea, and use panel regression model for empirical analysis. The main results from this empirical analysis are summarized as follows. First, we find that the industrial structure of most regions has been changed to the direction of specialization in 1990s and to the direction of diversification in 2000s through analyzing the changes in the values of Entropy maximization indexes during the given period. Second, there exists a U-shaped nonlinear relationship between industry diversity measured in Entropy maximization index and the rate of regional economic growth. Second, it is desired that from the estimation results derived from nonlinear panel regression model, the industrial structure in regions of Seoul, Kangwon and Jeju goes to the direction of specialization and in other regions goes to the direction of diversification, respectively. Resulted from policy to promote region strategic industry, the regional industrial structure of most regions has been changed in the direction of diversity in 2000s. This suggests that the abnormal enforcement of regional industrial policy to promote region strategic industry is likely to accelerate regional economic growth, ironically. We conclude that, in most regions, the direction of diversification by promoting new industries is desirable rather than the direction of specialization by supporting preexistence major industries.

지역산업구조가 지역경제성장에 미치는 영향은 각 지방자치단체가 산업정책의 기본방향을 설정하는데 중요한 기초정보로 활용되어야 하지만 우리나라에서는 이에 대한 연구가 많지 않다. 본 연구에서는 우리나라 16개 시도의 1993～2010년 지역통계를 이용하여 각 지역 산업구조의 다양성을 측정하여 그 변화 추이를 살펴보고, 패널회귀모형을 추정하여 지역산업구조가 지역경제성장에 미치는 영향을 분석하였다. 본 연구의 실증분석에서 얻은 주요 결과를 요약하면 다음과 같다. 첫째, 엔트로피극대화지수의 측정 결과로부터 대체로 1990년대에는 산업구조가 특화되는 방향으로 그리고 2000년대에는 다양화되는 방향으로 변화해 온 패턴을 확인할 수 있었다. 둘째, 엔트로피극대화지수로 측정한 산업구조 다양성과 지역경제성장률 사이의 관계는 U자형의 비선형관계이다. 비선형 패널회귀모형의 추정결과, 서울, 강원도, 제주도 지역의 경우는 산업구조를 더 특화하는 것이 올바른 방향이고, 그 외 다른 지역들은 산업구조를 더 다양화시켜나가는 것이 올바른 방향으로 나타났다. 지역전략산업육성정책의 결과로 인해 2000년대에 대부분 지역의 산업구조가 오히려 다양화하는 방향으로 변화하였다는 사실은 대부분 지역에서 지역전략산업육성정책이 비정상적으로 추진된 것이 지역경제성장을 오히려 촉진시켰을 가능성이 있다는 것을 시사한다. 대부분 지역의 경우, 향후 지역전략산업육성정책은 기존 지역대표산업을 지원하는 것보다 새로운 산업을 발굴 육성하는 방향으로 추진되는 것이 지역산업구조를 다양화시키고 그 결과로 지역경제성작을 촉진시키는 올바른 방법이라고 생각된다.
