Tower-turning started with admiration for Sakyamuni’s enlightenment and mankind relief. In addition, it began with individual Buddhists’ wishes. This ceremony of turning around the tower forms central belief of Buddhism in a majority of Buddhist countries as well as India. Tower-turning in Korea has unfolded in a close relationship with its aboriginal culture together with its Buddhist meaning. However, from the Joseon era when Buddhism declined the ceremonial procedure and specific cases of tower-turning started to disappear and almost ceased to exist when Japan ruled over the country. Such problem revealed the limitation of emphasizing its ethnological aspect rather than its Buddhist meaning. For systematic transmission of Beopjusa, Woljeongsa, and Jungangtap tower-turning, the following conditions should be met. First, scriptures or literary grounds should be collected to establish the appropriateness of its conservation. Second, it should be kept in mind that tower-turning performed as part of a festival or play is a Buddhist ceremony. Third, the original form of tower-turning such as its ceremonial procedure or regional characteristics should be recovered. Such systematic, literary and regional organization of tower-turning and its essence will have a certain effect on succession of traditional culture along with Buddhist faith.

탑돌이는 석가모니의 깨달음과 중생구제에 대한 찬탄으로부터 시작되었다. 아울러 불교도의 개인적인 염원에서 비롯되었다. 탑을 중심으로 오른쪽으로 도는 이 의식은 인도뿐만 아니라 대부분의 불교국가에서 지금까지도 행해지고 있는 불교의 중심신앙이다. 한국의 탑돌이는 불교적 의미와 함께 한국의 토착문화와 밀접한 관계 속에서 전개되고 있다. 그러나 불교가 쇠락한 조선시대부터 일제강점기에 이르러 그 의식절차나 구체적 사례가 거의 소멸하였다. 이와 같은 문제는 불교본연의 의미보다는 민속적인 측면을 강조하는 한계를 노출시켰다. 현재까지 전해지고 있는 법주사·월정사·중앙탑의 탑돌이가 체계적으로 전승되기 위해서는 첫째, 경전이나 문헌적 근거를 수집 정리하여 보존의 당위성을 마련해야 한다. 둘째, 현재 축제나 놀이의 차원에서 시행되고 있는 탑돌이가 불교본연의 의식임을 염두 해 두어야 한다. 셋째, 탑돌이의 의식절차나 지역적 특성과 같은 원형을 복원해야 한다. 이와 같은 탑돌이의 문헌적, 지역적, 그리고 본질에 대한 체계적 정리는 불교신앙과 함께 전통문화 계승에 일정한 효과를 가져다 줄 것이다.
