EU’s Low Carbon Economic Policy against Climate Change

Preventing dangerous climate change is a strategic priority for the EU. The EU is working hard to cut its greenhouse gas emissions substantially while encouraging other nations and regions to do likewise. EU Member States have committed to transforming Europe into a highly energy-efficient, low carbon economy. The EU has set itself targets for reducing its greenhouse gas emissions progressively up to 2050 and is working successfully towards meeting them. For 2050, EU Member States have endorsed the objective of reducing Europe's greenhouse gas emissions by 80-95% compared to 1990 levels as part of efforts by developed countries as a group to reduce their emissions by a similar degree. And the European Commission has published a roadmap for building the low-carbon European economy that this will require. Therefore, this paper aimed to review on the EU’s competitive low carbon economic policy against climate change. For this, this article provides specially an in-depth analysis of the various environment policy through “A Roadmap for moving to a competitive low carbon economy in 2050”. In this roadmap, the EU is committed to reducing its domestic GHG emissions by at least 20 % by 2020; increasing the share of renewables in its energy mix to 20 %; achieving energy efficiency of 20 % by 2020. Moreover, the EU should prepare for reductions in its domestic GHG emissions by 40 % by 2030, and by 80 % by 2050. These emission levels are calculated with respect to 1990 levels. And this roadmap must be accompanied by various sectoral strategies fostering technological innovation. Such sectoral strategies should concern, in particular, the electricity sector, sustainable mobility, the construction sector, industry and agriculture. The development of low carbon energy sources must be based on sustainable and diversified financial investments as well as international cooperation. The EU therefore undertakes to intensify its bilateral and multilateral cooperation to promote the tackling of climate change. Its action should in particular contribute to innovation, energy security and competitiveness in the key sectors of growth and development. After all the EU is likely to play an increasingly important role in the negotiation concerning climate change in the international society. The Republic of Korea must also strengthen control on emission, as the EU has done, specially in relation to the competitive low carbon economy to prevent climate change in advance.

EU는 기후변화를 매우 중대한 문제로 인식하고 해결해야 할 최우선의 과제로서 대처하고 있으며, 온실가스배출감축을 기본으로 하여 EU 역내외적으로 많은 노력 을 기울이고 있다. EU회원국들도 높은 에너지효율성, 저탄소 경제의 실현을 약속 하였으며, 2050년까지 온실가스를 점진적으로 감축하고자 목표를 확립하고 추진 중에 있다. 2050년에 EU회원국들은 1990년 대비 80-95%의 온실가스감축을 목표 로 하는 데에 지지를 표명하였고, EU집행위원회는 이에 부응하는 저탄소 경제체제 를 구축하는 로드맵을 발행하였다. 이에 이 글에서는 기후변화에 대한 EU의 경쟁력 있는 저탄소 경제에 관한 검토 를 위해 특히 “경쟁력 있는 저탄소 경제를 향한 로드맵 2050”을 중심으로 EU의 다양한 측면에서의 환경정책을 살펴본다. 이 로드맵 2050에서 EU는 1990년 대비 2020년까지 온실가스 20% 감축, 재생에너지 20% 활용, 에너지효율성 20% 달성 을, 그리고 2030년까지 온실가스 40% 감축, 2050년까지 80% 감축을 목표로 하고 있다. 그리고 이 로드맵 2050은 전력부문, 수송부문, 건축환경부문, 에너지집약산 업부문, 농업부문 등 분야별로 구체적인 대책을 제안하고 있으며, 저탄소 경제를 위한 미래에 대한 민간부문의 투자의 필요성과 국제적 협력을 강조하고 있다. 이에 EU는 기후변화대응을 위한 양자간 및 다자간 협력을 위해 힘을 기울이고 있으며, 이와 관련된 혁신, 에너지안보, 개발과 성장이라는 중요한 영역에서 특별한 기여를 하고 있다. 결국 EU는 국제사회에서 기후변화와 관련된 협상에서 점점 더 중요한 역할을 수 행할 것으로 보이며, 우리나라도 EU와 같이 기후변화에 적극 대응하기 위해 저탄 소 경제를 위한 온실가스배출감축을 위한 규제를 강화해야 할 것이다.
