The purposes of this research are to propose the ways and actual policies to promote the cultural arts exchange with Northeast Asian Countries for the upcoming era of peace and prosperity in these countries. Our participatory government has a goal to take the initiative to lead this region for peace and prosperity of individual countries. To do so, it is crucial for us to establish a structure of peace on the korean peninsula, to build Korea as a economic hub of Northeast Asia and qualitatively to enhance the levels of our culture and way of thinking. However, even if the our hope of functional community as like Northeast Asian Economic Community or Northeast Asian Security Community would be given us, Northeast Asian Culture Community will not be realized naturally next to the functional community. The cultural community does not make an entrance until the citizens of this northeast asia here retain the strong cultural ties or have the people's confidence each other for the Northeast Asian Community. The confidence and emotional ties among the citizens in the Northeast Asia will be molded by the cultural arts exchanges as like literature, performance arts, visual arts, traditional arts. In order to widen the belt of cultural consensus in this northeast asia region, we have to promote the exchange of cultural arts among the northeast asia countries. For promoting the exchanges of arts, we have to have a clear grasp of the present situation of exchanges of arts within northeast asian countries. But there are not a lot of research papers on the concrete facts of the exchange of arts. So, before everything else there is a need to understand the present situation of exchange of arts in this region. And then, we should prepare the policy to promote the exchange of arts.
