The purpose of this study is to reveal the characteristics of Parkkeunhye government’s welfare policy more clearly by comparing welfare policy contents and discourses of Park’s government with those of the Swedish model. In early stage, of Park’s welfare policy plan it is proposed the social security package along life course. And welfare’s contribution to the economy as the social investment is emphasized. These characteristics of welfare discourse had recalled the Swedish model. Park’s welfare policy seemed to have more common things with the Swedish welfare under changes since 1990’s in emphasizing workfare and free choice. As presenting concrete contents of welfare policies, however, park’s welfare policy came to have no common things with the Swedish welfare even considering recent changes. For example, regarding Swedish social services, public still do the most important roles and the private services and insurances have not yet took the spaces even after the retrenchment of the state’s social service provision. To see the differences in universalism of coverage, the adequacy, the quality of social security and the accountabilities of the public in social security and social services, gap between the recent Swedish welfare and Park’s welfare initiatives are enormous. In addition, welfare politics in Park’s government has pursued division of interests groups rather than social integration, and tried to exclude labor (unions). These differences in politics on welfare between two model are expected to produce gaps between two nation’s welfare policy directions continuously.

이 연구는 스웨덴 모델과 박근혜 정부 복지정책을 비교함으로써, 박 근혜 정부의 복지정책 방향과 성격을 좀 더 명확히 하는 것을 목적으로 한다. 초기에 박근혜 정부 복지정책 담론은 생애주기별 복지와 복지의 사회투자적 성격을 강조하여 전성기 스웨덴 모델을 환기시켰다. 또한 1980년대 이후 변화한 스웨덴 모델과는 일을 통한 복지와 선택의 자유 를 강조한다는 점에서 공통점을 가지는 것처럼 보였다. 그러나 박근혜 정부의 복지정책은 양질의 사회서비스를 언급하지만 사회서비스 공급 책임을 전적으로 시장에 맡기며, 노동과의 적대적인 관계를 설정하며, 복지병과 도덕적 해이를 강조하고, 결과의 평등을 배척한다. 이런 점에 서 박근혜 정부 복지정책 방향은 원론 면에서도 스웨덴 모델과 다르며, 구체적인 내용을 제시할수록 박근혜 정부 복지정책은 사민주의 복지국 가와 공유할만한 것이 없다. 1990년대 이후 변화한 스웨덴 복지와 비교 하더라도 마찬가지이다. 일례로 스웨덴 사회서비스에서 국가가 물러난 자리를 시장이 곧바로 메우고 있지 않으며, 두 비교대상은 대상의 보편 성, 사회보장 급여 수준, 공공의 역할과 책임성 면에서 차이가 매우 크 다. 그 결과인 빈곤률, 재분배 정도 등의 차이도 매우 크다. 게다가 박근혜 정부 복지정치는 스웨덴 복지정치 와 달리 노동배제적이며, 복지를 통한 사회통합보다는 이해관계에 따른 분할을 추구한다. 이러한 복지정 치 차이는 복지정책 방향의 차이를 계속 산출해낼 것이다.
