In 2013 by the present standard, the number of domestic stay foreigner rises to 1.5 million 6 thousand and the problems of multicultural human rights education are becoming important issues, an effective solution for which is to make the human right-friendly environment by understanding and practicing of human rights education. Even though the various efforts have ever proceeded increase of human rights and in order to be spread breadth of social understanding to it, still the environment, where those can educate multicultural human rights, has not been made and education of multicultural family support center not only escapes the category of language and cultural education, but mainly executes the multicultural member in only the object, which is indicated with problem point. As multicultural human rights education takes the efforts to solve the prejudice and the discrimination to the multicultural member or the ordinary people, it is necessary for multicultural human rights education to fix a focus on the right side of discrimination exclusion and equality rather than on the protection side. The direction, which multicultural human rights education pursues ultimately, is fair and righteous social embodiment. Multicultural human rights education of discrimination exclusion based on the equality, diversity, the passive right and active right, to present it as the practical direction, will be able to take the tractor role of the substantial equal composition for the multicultural society.

2013년 현재 국내체류외국인의 수는 157만 6천여명으로 다문화인권문제는 우리 사회의 중요한 사안이 되고 있으며, 관련 문제의 효과적인 해결은 다문화인권에 대한 이해와 인권교육의 실천을 통한 친인권적 환경 조성 에 있다. 그동안 다문화구성원의 인권 신장과 인권에 대한 사회적 이해의 폭을 확산하기 위한 다양한 노력이 진행되어 왔음에도 불구하고 여전히 학교에서는 체계적이고 지속적으로 다문화인권교육을 할 수 있는 환경이 조성되지 못하고 있고, 다문화가족지원센터를 중심으로 이루어지는 교육도 언어와 문화 교육의 범주를 벗어나지 못하 며, 그 교육이 주로 다문화구성원을 대상으로만 실시해왔다는 것이 문제점으로 지적되고 있다. 다문화 인권교육은 우리 사회에 만연한 다문화구성원에 대한 편견과 차별을 해소하기 위한 노력들이 다문화 구성원이나 일반국민에 대해 수행되어지는 것으로, 다문화 인권교육은 보호적인 측면보다는 차별 배제와 평 등한 권리적인 측면에 초점을 맞출 필요가 있다. 다문화인권교육이 궁극적으로 추구하는 것은 공평하고 정의로운 사회 구현에 있다. 이를 위한 실천 방향으로 제시한 평등에 기반한 차별배제 다문화인권교육, 다양성에 대한 다문화인권교육, 소극적 권리로서의 다문화 인권교육, 적극적 권리로서의 다문화인권교육은 다문화사회를 위한 실질적 평등구도의 견인차 역할을 할 수 있을 것이다.
