Considering the recent same-sex violence in the military, similar corrective accidents can occur in prison which shares analogous characteristics with the military. The ultimate purpose of prison is the establishment of safer society by returning prisoners to the society through the protection of their rights and interests and the cultivation of social adaptive abilities. In this respect, the safety in prison is important. Accordingly, this study seeks prevention of same-sex violence among prison inmates and measures for correctional social welfare. Review of literatures and press release regarding prison and same-sex violence reveals that rehabilitation and corrections have been biased toward sexual violence of the opposite sex and sex offenders in prison. Consequently, surveys for sexual violence in prison, development and management of preventive education and special program, professional manpower training, finding signs of sexual violence, improvement of prison facilities and environment, ex post approach for victims and assailant are needed.

최근 군대내 발생되는 동성(同性)간 성폭력 범죄를 고려할 때, 군대와 유사한 특성을 갖는 교정시설에도 수용자, 즉 동성간에 성폭력 범죄와 같은 교정사고가 발생할 수 있다. 교정시설의 궁극적인 목적은 수용자들의 권익보호 및 사회적응 능력의 배양을 통해 건전하게 사회로 복귀시키고 이를 통해 안전한 사회를 구축 한다는데 있다. 이러한 점에서 교정시설 내 안전한 수용생활은 매우 중요하며 이 에 본 연구는 교정시설 수용자간에 발생될 수 있는 동성간 성범죄 예방과 교정 복지적 방안을 모색하고자 한다. 본 연구를 위해 교정시설과 동성간의 성범죄에 대해 문헌자료와 언론보도 자 료를 중심으로 살펴본 결과, 그동안 이성간 성폭력 범죄 또는 교정시설내 성범죄 자의 재활과 교정에만 치중되었음을 알 수 있었다. 따라서 교정시설 수용자간 성 범죄 예방을 위해 성범죄 실태조사, 예방교육과 전문프로그램 개발 및 운영, 전문인력 양성, 성범죄 발생 징후 발견, 교정시설내 시설 및 환경개선, 피해자와 가 해자를 대상으로 한 사후적 접근 등이 요구된다.
