This study explores various models of social impact bond applied to the area of correctional welfare. This study also discuss some issues as the problems and development of social impact bond introduced by Seoul city government. Seoul city government introduced a variant of ‘local government model’, one of social impact model. The failure of city government to deliberately design the social impact bond model in its initial stage resulted in the model’s inefficiency Seoul city government‘s model did not show its efficient nature. The model did not give a solid ground on which a partnership between city government and central government as well as private philanthropy can be developed in the future, because the city government did not choose the area capable of substantially saving national budget. The city government did not clearly define target population, and used a program whose effect was not confidently tested. In addition, it is necessary to support institutionally the social impact bond regardless of election. Also it is crucial to take into consideration revision of expenditure law because social impact bond takes a long time.

본 연구는 교정복지에 적용된 사회영향채권의 다양한 모델들을 검토한다. 또한 서울시에서 도입한 사회영향채권의 모델의 문제점과 발전 방향과 관련하여 몇 가지를 논의하였다. 분석 결과 서울시는 사회영향채권 모델을 도입하면서 지자체 모델의 한 변형 을 제시하였다. 서울시의 시범사업은 초기 단계에서 보다 심사숙고한 디자인을 통해 그 효율성을 보여주지 못했다. 사회영향 채권의 도입을 통해 충분히 예산을 절감할 수 있는 분야를 선택해서 미래에 중앙정부나 민간 자선재단과의 파트너 쉽을 형성할 수 있는 토대를 구축하는 것이 필요했다. 또한 대상 인구의 규정도 디자인 단계에서 명확히 해야 했었고, 프로그램의 선택도 이미 충분히 검증된 성격의 것을 선택하지 못함으로써 많은 아쉬움을 남겼다. 이외에도 정권이 바뀔 때 라도 사회영향채권에 대한 지속적인 지지를 담보할 수 있는 제도적 장치가 필요 하며, 또한 보통 1년이나 2년 기간에 필요한 자금만을 확보하는 현행 세출 법규 는 장기간 진행되는 사회영향채권 사업에 걸림돌이 되기 때문에 이에 대한 대책 도 필요하다.
