This study assumes that strategic communication of government against critical news reports is important. We analyzed 306 press release stories on the 4 Major Rivers Restoration that were distributed when the Government faced critical news reports. According to our analysis, the Government insisted that they found erroneous information in almost half of the critical news reports(42.5%). Even though the Government accepted the fact of the stories, they often denied their relevance to the criticism(29.1%). When we used Thomas-Kilmann’s Dual Concern Model for the classification of the press release, we found that 42.5 percent belonged to competing. Compromising press releases were 42.8 percent and accommodating ones were 14.7 percent. On the other hand, when we examined whether the press release mentioned supporting materials in the content, 179(58.5%) press releases included them. Seventy five press releases implied that they had supporting materials. The last fifty two press releases did not mention any supporting material for their argument.

본 연구는 정부의 홍보에서 언론의 비판적 보도에 전략적으로 대응하는 것이중요하다는 관점에서, 대형 국책 사업인 4대강 사례를 선정해 그 사례에서 정부가한 대응을 분석하고 개념화하였다. 4년여의 기간 동안 정부가 발표한 해명자료306건을 분석한 결과, 언론이 제기한 비판이 사실 관계부터 맞지 않다고 주장한경우가 42.5% 로 가장 많았고, 그 다음으로 많았던 것은 사실 자체는 인정하지만,정부의 관련성을 부인하는 것으로서 29.1% 의 해명 보도자료가 이에 해당했다. 메시지의 성격을 분류함에 있어서는 갈등 대응 모델인 토마스-킬만의 이차원모델을 활용해 경쟁적, 순응적, 타협적으로 분류하였다. 분석 결과 경쟁에 해당하는 경우는 전체의 42.5%, 타협은 42.8%, 순응은 전체의 14.7%였다. 한편 해명자료가 얼마나 근거를 가지고 뒷받침되고 있는지를 분석한 결과 179건(58.5%)은부분적 으로나마 근거자료의 구체적인 명칭이 포함되어 있음이 발견되었다. 나머지 자료 중 24.5%인 75건은 구체적 인 명칭은 빠진 채 근거가 제시되었고, 17%에해당하는 52건은 정부의 주장을 뒷받침할 근거가 전혀 제시되지 않았다.
