This paper is intended to empirically demonstrate a need for change of the manner of inter-korean exchanges on a basis of the fact that dispersed families themselves are changing the view of reunions of separated families due to the deaths of family members who wanted reunions. To this end, comparing the 1st to the 3rd complete enumerations of reunions of separated families in the two Koreas in 2000 with that of reunions of separated families in the 1st half of 2014, this paper illustrates the empirical analysis of how their awareness has changed for the past 14 years. Based on this, the most desirable type of inter-korean exchange will be drawn. To conclude, the intent of this paper is to consider the most practical way of inter-Koreans exchanges that can no longer be procrastinated.

본 논문은 이산가족 상봉을 원하는 가족들의 사망 등으로, 이산가족 상봉에 대한 시각이 이산가족 당사자들 스스로부터 바뀌어 가고 있다는 사실로부터 출발해서, 이산가족들의 교류 방식이 변화해야 한다는 점을 실증적으로 입증하고자 한다. 이를 위해서 지난 2000년 1차에서 3차에 걸쳐 북의 가족들을 만난 가족들에 대한 전수조사 자료와, 2014년 상반기 이산가족 상봉을 한 가족들에 대한 전수 조사를 비교해, 이들 이산가족들의 의식이 지난 14년 동안 어떻게 변화했는가를 실증적으로 분석한다. 그리고 이를 토대로 지금 가장 바람직한 이산가족 교류형태는 무엇인지에 대한 결론을 도출하고자 한다. 결론적으로 더 이상 미룰 수 없는 이산가족 교류를 위한 가장 현실적인 방법은 무엇인가를 고찰하는 데 본 논문의 목적이 있다.
