Over the last two decades, Global Health Governance (GHG) has developed. As various actors, not only states and IGOs but also many non-state actors, have been included in GHG, interactions and relations among actors become complicated more and more. Global health policies are made by actors’ political relations which reflect politico-economic power and values of them. Looking into cases including Primary Health Care (PHC), patent of new medicine, and Framework Convention on Tobacco Control (FCTC), this study finds that global health policies are strongly influenced by political interactions between actors in GHG. This means that political aspects affecting actors’ behavior as well as results of health/medical aspects must be considered in the policy making process in GHG. To reduce the structural vagueness of GHG it is required to strengthen the coordination-function of the World Health Organization (WHO). And in the long run, we need to develop the concept of global health community in which all actors recognize global health as global public goods.

지난 20여 년 동안 글로벌 보건 거버넌스가 발전하였다. 국가와 국제기구뿐만 아니라 다양한 비국가 행위자가 참여하여 행위자들 사이의 상호관계가 매우 복잡해졌다. 글로벌 보건 정책은 행위자들의 정치적 관계에 의해 만들어지며, 각각의 행위자의 정치경제적 권력과 가치관을 반영한다. 기초보건의료의 수직적 접근 대 수평적 접근, 신약 개발 및 특허권, 담배규제기본협약 등의 사례에서 글로벌 보건 거버넌스 행위자들의 정치적 상호관계는 글로벌 보건 정책에 큰 영향을 주었음이 확인되었다. 따라서 글로벌 보건 거버넌스의 발전을 이루기 위해서는 보건/의학적 차원에서의 성과뿐만 아니라 행위자들의 행동에 영향을 미치는 정치적 요인들을 고려해야 한다. 글로벌 보건 거버넌스 구조의 불명확성을 완화시키기 위해 세계보건기구(WHO)가 행위자간 관계를 조율하는 제도를 발전시킬 필요가 있으며, 장기적으로는 행위자들이 글로벌 보건을 글로벌 공공재로 인식하도록 만드는 글로벌 보건 공동체 의식을 발전시켜야 한다.
