Recently, while cyber command was embroiled in allegations that it attempted to intervene in the elections, the problem of cyberwar professionals’s quality has been raised. Unlike the general security professionals, cyberwar professionals must be proficient in military strategy, policy, tactics, cyberspace operation and information security technologies. It is required knowledge of job to perform duty in cyberwar organization but there is no any way to evaluate knowledge of job. So, we proposed certification scheme that can evaluate the knowledge of job required duty performance. The certification evaluation model is an evaluation method that fuse TOPCIT, which is IT competency index evaluation system, and the level of expert knowledged required in cyberwar operation.

최근 사이버사령부의 정치개입 의혹을 받으면서 사이버전 전문인력의 자질에 대한 문제점이 제기 되었다. 사이버전 전문인력은 일반 정보보안 전문인력과 달리 군사전략/정책/전술, 사이버공간 작전, 정보보안 기술에 능통해야 한다. 사이버전 조직에서 직능을 수행하기 위해서는 직무지식이 요구되는 데, 그 직무지식을 평가할 수 있는 방법이 부실하다. 그래서 본 논문에서는 직무수행에 필요한 직무 지식을 평가할 수 있는 인증방안을 제시하였다. 인증평가모델은 IT 역량지수 평가체계인 TOPCIT를 기반으로 하여 사이버전 수행에 요구되는 전문지식의 수준을 융합한 방법이다.
