Bugaku (court music and dancing) was performed at the welcoming ceremony held for the diplomatic envoy from Joseon in the first year of Shotoku (1711). By examining thefirst-timeuse of Bugaku at the reception banquets, this research aims to explore the meaning of Bugaku and what Arai Hakuseki intended to do at this reform. Yoshimune’s view on court music is discussed as well. The Joseon envoy was sent to Japan twelve times in the Edo period. At the time of the eighth visit in the first year of Shotoku (1711) Arai Hakuseki carried out ceremonial reformand the reception style was altered: The title in credentials was changed from “Japanese Lord” to “Japanese Emperor”; the reception banquet was held under auspices of Shogun (Japanese emperor) in the Edo-jo Castle, and Bugaku was performed among other things. According to the book Tokugawa Jikki(德川實記), the prestigious Musicians of Three Areas (三方楽人) called from Kyoto to Edo and performed court dances and, together with Momijiya musicians, played musicto entertain the Shinmyo Diplomatic Envoy. The Music Post of Three Areas (三方楽所) was considered to be the legitimate organization of transmission of traditional court music and to symbolize the Japanese Emperor’s authority. Under the reign of the sixth Shogun Ienobu, imperial culture spread to Edo and the Edo-jo Castle was clad in the Kyoto style. Arai Hakuseki apparently used the respected culture of court music for the purpose of raising the status of Shogun to that of Emperor. To make this announcement known far and wide both within and outside of Japan, the title of “Japanese Emperor” was used, and the ceremony was held in Honmaru (the keeper of the castle) of the Edo-jo Castle, accompanied with the “Bugaku” performance signifying the Emperor’s supremacy. After Ienobu’s death, however, this Bing-rye-gae-hyeok (聘禮改革), the reform of reception banquets for diplomatic envoys from Joseon, was overruled by Yoshimune and the ceremonial style was reverted back to that of the previous Tenna (天和). Despite the fact that the Joseon envoy appreciated Bugaku more than Nohgaku (能楽), which was played before this reform, Bugakuwas never performed after that time. Before the reign of Yoshimune, the Emperor’s authority was displayed with the performance of prestigious Bugaku. The Musicians of Three Areas under the control of the Yotsutsuji family of Kyoto, legitimate successors of Kyutei Gagaku (traditional court music), were sent to Edo to perform Bugaku. Yoshimune, on the other hand, though he used Bugaku for Buddhist memorial services for the shoguns of Tokugawa, never relied on the influence of the Musicians of Three Areas. It was the Momijiyama and Nikko musicians under control of the Tokugawa Shogunate that did the performance. Nevertheless, the memorial service for the 130th anniversary of Iyeyasu’s death was an exception. The Musicians of Three Areas and the Momijiyama and Nikko musicians all performed together in grand style to exhibit the absolute dignity of Ieyasu deified as “Tosho Daigongen.”
