This paper starts from a premise that the (general) Social Studies Education in South Korea is currently facing a crisis. The purpose of this paper is to analyze the root causes as to why the (general) Social Studies Education in South Korea is facing a crisis and to propose countermeasure solutions. At start, the root causes as to why the (general) Social Studies Education in South Korea is facing were analyzed by separating them into five types. First, can be cited would be the reasons related to the general characteristics of the modern society. The disorderly ideological mood of the modern society is manifested as apathy toward the (general) Social Studies Education. The advancements in the media have enabled easy access to the knowledge and news about the society, and the (general) Social Studies Education, which is disadvantaged in terms of utilizing videos, is not able to attract the interest of students. Second, the (general) Social Studies Education is a curriculum that integrates the studies of diverse backgrounds. In practice, however, it is not able to achieve substantial integration either theoretically or realistically. Third, today’s students who lack vocabulary skills are losing interest in the curriculum due to the difficult social science terminology. Fourth, the (general) Social Studies Education is facing a crisis due to the missteps of the educational administration, such as the over issuance of certification for (general) Social Studies Education teachers, the curriculum autonomy of the principal’s authority, the reduction of social study research subjects in the student aptitude test, the intensive completion system, the problems for the teacher qualification exams, etc. Fifth, the overly abstract curriculum general studies and the ambiguous course titles have contributed to the erosion of course identity. The fact that the (general) Social Studies Education in South Korea is centered too much around the Western theories is also acting as a reason for being neglected by the students. The following are suggested solutions based on the opinions of the author of this study. The solutions are already included in the root cause analysis for the crisis. Additionally suggested in the proposed solution are, first, the (general) Social Studies Education should not focus on the learning of knowledge only, but also needs to strengthen humanistic approach such as character education. Second, in devising the problems for the teacher qualification exams, a writing test based on social science classics should be employed. This way, a foundation for the creative education that is being societally required today can be established.

이 논문은 현재 한국의 (일반)사회교육이 위기에 처해 있다는 전제에서 출발하고 있다. 한국의 (일반)사회교육이 위기를 맞게 된 원인을 분석하고 그 대처 방안을 제시하는 것이 이 논문의 목적이다. 먼저 한국의 (일반)사회교육이 위기를 맞게 된 원인을 다섯 가지로 나누어 분석하였다. 첫째는 현대사회의 일반적 성격과 관련된 이유를 꼽을 수 있다. 현대사회의 탈 이념적 분위기가 (일반)사회교육에 대한 무관심으로 나타나고 있다. 매체의 발달로 사회에 대한 지식과 소식을 쉽게 접할 수 있게 되었고, 동영상 활용이 불리한 (일반)사회교육이 학생들의 흥미를 끌지 못하고 있다. 둘째, (일반)사회교육은 다양한 배경의 학문들을 통합한 통합교과이다. 그러나 실제로는 이론적으로나 현실적으로 실질적인 통합을 이루지 못하고 있다. 셋째, 어휘력이 부족한 오늘날 학생들은 어려운 사회과학 용어 때문에 교과에 대한 흥미를 잃고 있다. 넷째, 일반사회 교사자격증 남발, 학교장 권한의 교육과정 자율화, 수능에서 사탐과목의 축소, 집중이수제, 임용고사의 문제 등 교육행정의 잘못으로 (일반)사회교육이 위기를 맞고 있다. 다섯째, 지나치게 추상적인 교육과정 총론과 교과(목) 명칭의 애매함이 교과의 정체성을 떨어뜨리고 있다. 한국 (일반)사회교육의 내용이 지나치게 서구의 이론 중심으로 짜여 있는 것도 학생들에게 외면당하는 원인으로 작용하고 있다. 이의 해결 방안은 위기의 원인 분석에 들어 있으며, 이에 추가하여 논자 나름의 해결방안을 제시하면 다음과 같다. 첫째, (일반)사회교육이 사회과학 지식의 학습에만 치중하지 말고 인성교육과 같은 인문학적 접근을 강화해야 한다는 점이다. 둘째, 임용고사 문제 출제에서 사회과학 고전에 바탕을 둔 논술 시험을 실시하자는 것이다. 그래야 오늘날 사회적으로 요청되는 창의적 교육의 바탕이 마련될 수 있다.
