The purpose of this study is to consist multicultural education and develop multicultural education program and apply in middle school based on multicultural citizenship. This research is focused on consisting contents system considering problem of cultural unequal and aspects of cultural politics contrary to the existing multicultural education program that focused on understanding the difference between cultures. And the new multicultural education program is developed which is suitable for middle school considering established literature review and opinions of experts about multicultural education. First, this program is organized of 3 chapter and 13 sections and the instruction contents would be composed on sections. Second, it suggests quest activity to learn the values and skills about understanding multicultural notion by consisting ‘Lesson Objectives, Raising the Question, Understanding of Key Concept, Inquiry’. The program is determined the final program reflected example application of middle school teacher and consulting of experts.

이 논문은 다문화 시민성에 기초한 중학교 다문화교육 구성과 다문화교육 프로그램 개발 및 시범 적용 과정을 서술한 것이다. 문화 간 차이 이해에 초점을 둔 기존의 다문화교육 프로그램과 달리, 본 연구는 문화 불평등의 문제와 문화정치학의 관점을 고려하여 내용체계를 구성하는데 초점을 두고, 다문화교육 관련 문헌 검토, 델파이 조사를 활용한 전문가 의견 등을 고려하여 중학교에 적합한 다문화교육 프로그램을 개발하였다. 다문화교육 프로그램은 첫째, 전체 3개 대단원, 13개의 소단원으로 구성하였으며 소단원 중심으로 수업 내용을 구성했다. 둘째, 소단원별로 ‘학습목표, 생각열기, 개념이해, 탐구활동’을 구성하여 다문화 관련 개념 이해와 관련된 가치와 기능을 익힐 수 있도록 하였다. 이렇게 개발한 프로그램은 시범 적용 및 전문가 검토 의견을 반영하여 최종 프로그램을 확정하였다.
