The purpose of this study is to investigate the changes of child daycare servicedelivery system empirically in the process of reformation of child daycare policy sincethe latter half of the 1990s. This study examined the Japanese government's (not onlycentral government but also local governments) political counteractions to realize thepluralism of child daycare service based on the theoretical frame of welfare pluralism. In particular, this study investigated the Japanese government's political counteractionsagainst pluralism of child daycare focusing on quasi-marketisation and civicparticipation. Also, the relations between central government and local governments in the process of reformation are examined. In result, this study found out the currentstate of the pluralism of child daycare services in Japan and the Japanesegovernment's roles in terms of provision, finance and regulations of child daycareservice.

본 연구의 목적은 1990년대 후반 이후 진행되어온 일본의 보육정책 개혁과정 속에서보육서비스공급체제에는 어떠한 변화가 일어나고 있는지 그 현상을 실증적으로 분석하는것이다. 이를 위해 본 연구에서는 복지다원주의의 이론적 틀을 응용하여, ‘보육의 다원화’라는 관점으로 일본 보육정책 개혁 속에서 추진된 보육서비스공급체제의 변화과정에 접근하여 보육의 다원화 실현을 위한 일본 정부(중앙정부 및 지방정부)의 정책적 대응은어떠하였는지 분석한다. 특히, 보육의 다원화 실현을 위한 일본 정부의 정책적 대응과 관련하여서는 준시장화 추진 및 시민참여 촉진에 관한 기반정비를 중심으로 개혁을 추진함에 있어서의 중앙정부와 지방정부와의 관계도 시야에 담아서 분석한다. 이러한 분석을통하여 본 연구에서는 일본의 보육서비스 다원화의 현주소를 밝힘으로써 보육의 다원화를 통하여 보육서비스 공급‧재정‧규제 측면에서 정부의 역할이 어떻게 조정되고 있는지파악하고, 나아가 일본의 보육서비스 다원화가 지향하고 있는 목표점이 무엇인지 생각해보고자 한다.
