본 연구는 요보호아동시설의 운영에 관한 정책적 방향성을 선 가정보호에서, 후 시설보호로의 전환을 탐색하고자 하였다. 연구의 목적은 요보호아동시설의 역할과 기능이 전문성을 가지고 있어야 함에도 불구하고, 시설보호가 중심이 되는 이유는 무엇인지? 탈시설화만이 요보호아동을 위한 정책인지? 그리고 2009년 이후에 해마다 가정위탁이 줄고있는 요보호아동시설을 정확하게 진단하여, 그 대안으로 이념적, 전문성, 교육적, 제도적으로 정책적 방향성을 제시하는 것이다. 연구내용 및 방법은 요보호아동시설을 이념적,전문성, 교육적, 제도적 차원으로 구성하였다. 첫째, 이념적 차원은 인간의 권리, 개인의인권이 기준이다. 둘째, 시설생활자의 전문성에 대한 인식개선이다. 셋째, 교육적 차원은자아형성, 정체성, 직업, 자신의 역할, 인지적 학습, 합리적 행동이 기준이다. 넷째, 제도적차원은 역할과 기능이다. 끝으로 연구방법은 2004년에서 2012년에 이르는 요보호아동시설의 실태를 유형별, 발생별, 실태를 살펴보고, 연구자가 조작적 정의로 이념적, 전문성,교육적, 제도적 차원에서 비교분석하여 그 결과를 요보호아동 시설의 정책적 방향으로제시하고자 하였다. 연구결과로 이념적인 차원은 개인의 권리보호의 폭넓은 필요성이 요구되고, 시설생활자의 전문성에 대한 인식개선의 필요성이 요구되고, 교육적인 차원은 요보호아동이 주체적으로 자아형성을 할 수 있도록 교육프로그램을 개발하고, 끝으로 이를위한 정책적 방향의 새로운 차원으로 정비되어야 한다는 결과를 얻었다.
