So far, it is true that our society has put some efforts to find the plan for reaction against elderly crimes through research activities on elderly crimes. However, in spite of that, it is very difficult to find cases with proper measures or contents to prevent elderly crimes. Based on these points, this research tries to propose the following by putting together the measures of the national standard and the private standard. First, there is the need for introduction of elderly-exclusive police system. Second, an improvement in the awareness of elderly crime. Not only within the police, but other related authorities should have a changed awareness regarding elderly crime. Third, it is the unification of elderly crime supervision system. To prevent elderly crime, it is necessary to construct a mutually related system between criminal justice institutes such as the police, the prosecution, the court and the corrections agency. Fourth, to prevent sexual-related crimes of the elderly, it is necessary to prepare a place for healthy social relationships and develop appropriate programs to improve relationships with the opposite sex. Fifth, it is the application of the POP (problem-oriented policing), which is one of the local police activities. Sixth, the aggressive role of the social welfare institution needs to be strengthened. In these institutions, it shall be made that the elderly are allowed to promote fellowship and friendliness through leisure activities and recreation culture. Seventh, it is the interests in the elderly households. The interests and thoughts of the family members towards the elderly have significant importance as they prevent the misdeed and the crimes by the elderly. Eighth, it is the development of elderly programs from various institutions in the local community. Ninth, the activation of elderly psychology consultation. For this, there needs to be the construction of programs and systems to supplement psychological parts such as the elderly psychological consultation treatment. Tenth, the recovery of the lost role through leisure activities and volunteer work.

그동안 우리 사회는 노인범죄에 대한 연구 활동을 통해 노인범죄에 대한 대응 방안을 찾기 위해 소극적으로나마 노력한 것은 사실이다. 하지만 그렇다하더라 도 노인범죄 예방을 위한 제대로 된 대응책이나 내용들을 내놓는 경우는 매우 찾아보기 어려운 실정이다. 본 연구는 이러한 점들에 착안하여 국가차원과 민간차원의 대책을 합하여 다 음과 같이 제언하고자 한다. 첫째, 노인전담경찰제도의 도입이 필요하다. 둘째, 노인범죄에 대한 인식의 제고이다. 경찰뿐만 아니라 관련기관에서도 노 인범죄에 대한 인식이 변화되어야 한다. 셋째, 노인범죄의 관리체제 일원화이다. 노인범죄를 예방하기 위해서는 경찰 과 검찰, 법원, 교정기관 등 형사사법기관 간의 상호연계 시스템을 구축하여야 한다. 넷째, 노인들의 성관련 범죄를 예방하기 위해서는 건전한 교제의 장을 마련하 고 이성관계를 향상시킬 수 있는 적당한 프로그램의 개발이 필요하다. 다섯째, 지역사회 경찰활동의 구성요소 가운데 하나인 문제 지향적 경찰활동 (Problem Oriented Policing: POP)의 적용이다. 여섯째, 사회복지기관의 공세적인 역할을 강화하여야 한다. 이들 기관에서는 노인들이 건전한 여가활동과 놀이문화를 통해 유대감과 친근감을 도모할 수 있 도록 해야 한다. 일곱째, 노인 가정에 대한 관심이다. 가족구성원들의 노인에 대한 관심과 배 려는 노인들의 비행과 범죄를 예방한다는 점에서 의미가 크다. 여덟째, 지역 내 각종 기관의 노인 프로그램개발이다. 아홉째, 노인심리상담 활성화이다. 이를 위해서는 노인심리상담과 치료와 같 이 심리적인 부분을 보완해 줄 수 있는 프로그램 및 시스템 구축이 이루어 져야 한다. 열번째, 여가활동과 자원봉사를 통한 역할상실의 회복이다.
