자치경찰제는 주민의 안전과 질서유지 등 경찰 본래의 기능을 지방자치단체 차원에서 해결하게 함으로써, 치안행정의 지방분권화를 통해 지방자치를 실현할 수 있다는 점에서 그 의의가 크다. 이러한 관점에서 국민의 정부와 참여정부에 서는 지방분권과 민주성에 충실하면서 실현가능한 자치경찰제 실시를 위해 자 치경찰제 방안을 마련하는 등 자치경찰제 도입을 위하여 지속적으로 노력하여 왔다. 이러한 노력의 결실로 지난 2006년 제주특별자치도에 자치경찰제가 도입 되었으나 현재까지 전면적인 자치경찰의 실시는 답보상태에 머물러 있다. 이러 한 배경에는 무엇보다 자치경찰의 사무, 조직, 인사, 재정 등 다양한 쟁점사항에 대한 합의에 이르지 못하고 있기 때문이다. 이중에서 특히 자치경찰의 사무는 국가경찰과의 합리적인 배분을 전제로 하고 있어 자치경찰제의 도입을 위해 해 결해야할 우선적인 과제라고 할 수 있다. 이에 본 연구에서는 역대정부에서 제 시하였던 자치경찰 도입방안과 제주자치경찰제도를 사무를 중심으로 분석하고, 우리 실정에 적합한 자치경찰제도로써 주민밀착형 자치경찰제를 제시하였다. 주 민밀착형 자치경찰제도는 다양한 지역적 수요와 특성을 반영함으로써 최적의 치안서비스를 제공할 수 있도록 자치경찰의 주체를 광역단위 또는 기초단위 등 으로 일원화하지 않고 다원화하는 방안으로써, 주요사무는 기존에 제주자치경찰 이 수행하던 사무와 국가경찰에서도 수행하고 있었던 생활안전사무 및 교통사 무의 일부분을 추가로 수행함으로써 주민의 치안수요에 신속히 대응할 수 있다 는 장점이 있다.
