This study aim is to find out the theoretical background of the organization and activities of the police, the police activity in the CIS countries and Georgia and the legal basis of the organization of police(militia) in foreign states. As the theoretical background of the methodology, explore the nature of the police(militia) and it's historical, legal and methodological grounds. The study deal with the police activity in the CIS countries and Georgia. Members of the commonwealth of independent stats are the Republic of Belarus, Ukraine, the Republic of Kazakhstan, the Republic of Uzbekistan, the Republic of Armenia, the Republic of Moldova, the Republic of Tajikistan, Turkmenistan, the Republic of Kyrgyzstan, the Republic of, Azerbaijan and Georgia. As the legal basis of the organization of police(militia) in foreign states, focus on the concept and types of legal acts on the organization of police(militia). After this study, follow on the police(militia) legislation limits, the specifics of it's interpretation and enforcement. The CIS countries, which were in fact the members of the past Soviet Union had the same organization and activity under Russian rule and laws in the past. But, december 12, 1991 Russia Soviet Union formed by the Supreme Council's decision was to dispose the past treaty. According to another decision on december 12, 1991, the Commonwealth of Independent States were founded. Therefore, these countries have different police organizations and a variety of activities in the foreign countries.

독립국가연합국을 중심으로 각 국의 경찰(민병대)의 조직과 활동을 이론적 배 경과 각국의 경찰활동 그리고 이들 경찰조직의 법적 기초를 다루었다. 이론적 배경으로서는 경찰에 대한 기본적이고 방법론에 입각한 서술에 초점 을 두었다. 각국의 경찰활동에서는 독립국가연합과 이로부터 탙퇴한 그루지아 경찰을 다 루었는데,그들 나라들은 벨라루스 공화국,우크라이나, 까자흐스탄 공화국, 우 즈베끼스탄 공화국,아르메니아 공화국,몰도바 공화국,따지끼스탄 공화국,뚜 르끄메니스탄,끼르끼즈 공화국,아제르바이젠 공화국과 그루지아가 그러하다. 한편 경찰조직의 법적 기초로서는 경찰조직에 관한 법령의 개념과 유형, 그리 고 경찰법 발동의 한계와 그의 해석과 적용을 다루었다. 이들 독립국가연합들은 사실상 이전에는 소연방 국가의 구성원이었으며, 사실 상 러시아의 지배하에 동일한 조직과 법령에 의해 경찰활동이 이루어졌다. 하지 만, 1991년 12월 12일 러시아 소비에트 사회주의 연방 공화국 최고회의의 결정 에 의해 소연방 결성에 대한 조약을 폐기했다. 1991년 12월 12일 또 다른 결정 에 의해 독립국가연합을 창설하기로 하였다. 따라서 이들 국가들은 서로 다른 경찰조직을 지니며 활동 또한 다양하다고 보여 진다.
