A GPS plotter is nautical navigation equipment with built-in ECS(Electronic Chart System), it's used for navigation by most small and medium-sized coastal ships such as cargo ship, towing tug and fishing vessel. In 1990's, Oil Tanker Traffic Restricted Area was established for prevention of marine accidents, and GPS plotter was enforced to install on board for recording and conservation of ship's track. However, as the AIS(Automatic Identification System) installation on the ship is enforced in the Act of Ship Safety, the regulations about GPS plotter were eliminated in 2009. Despite abolition of related Act on GPS plotter, so far, many navigators of small and medium-size coastal ships are using GPS plotter due to ease of use and acquisition of information. But, marine accidents happened such as collision between ships and aground in the small-sized vessel caused by misuse of GPS plotter. Because there is no update of electronic chart inside the GPS plotter with negligence of follow-up service by plotter manufacturer and lack of navigator's safety awareness. In this paper, we analyzed the problems on the GPS plotter usage through the review of accident reports issued by Korea Maritime Safety Tribunal. And we suggested the improvements of GPS plotter usage for prevention of accidents as follows ; Firstly, construction of a system for electronic chart update. Secondly, make a designated month for update with government, Korea coast guard and fisheries organization. Thirdly, enforcement of distribution and infrastructure for a fishery and large-scaled chart. Lastly, establishment of sustainable management system for GPS plotter.

지피에스 플로터(GPS Plotter)는 간이전자해도가 내장된 항해용 장비로 국내 연 안을 항행구역으로 하는 화물선, 예부선, 어선 등 중소형 선박에서 주로 사용되고 있 다. 1990년대 위험화물운반선의 해양사고 예방을 목적으로 유조선통항금지구역이 설 정되면서 해당 선박의 항적의 기록·보존을 위하여 지피에스 플로터를 설치하도록 강 제화하였다. 그러나 선박안전법에 해당선박에 대한 선박위치발신장치(AIS, Automatic Identification System)의 설치 규정이 신설되면서 2009년 지피에스 플로터 설치 강제 화 규정이 삭제되었다. 그러나 선박위치발신장치의 설치 대상선박이 아닌 50톤 미만의 예부선, 어선 등 소형선박의 운항자는 사용의 편리성으로 인해 지피에스 플로터를 항해장비로 사용하 고 있는 실정이다. 하지만 지피에스 플로터 제조사의 고객에 대한 사후 관리 서비스 소홀, 선박운항자의 안전의식 부재로 지피에스 플로터에 내장된 간이전자해도의 최 신화가 이루어지지 않은 채 선박을 운항하여 충돌 등의 해양사고가 발생하고 있다. 본 논문에서는 국내 연안을 항행구역으로 하는 중소형 선박에 있어서 지피에스 플로터 사용에 기인하여 발생한 좌초, 충돌 등 해양사고 사례를 분석하여 시사점을 도출하였다. 또한 지피에스 플로터 사용에 따른 해양사고를 예방하기 위한 개선방안 으로 지피에스 플로터의 간이전자해도 최신화 체계 구축, 지방해양항만청과 수협을 중심으로 한 지피에스 플로터 중점 엡데이트 달 지정, 연근해 대축적 해도 및 어업 용 해도 보급 인프라 강화, 간이전자해도 업데이트 체계 및 관리방안 수립 등을 제 안하였다.
