Free Trade Agreement / FTA / is a trade policy instrument following multilateral trading system, and the countries around the world have been using FTA intensively since 2000. Mongolia has not yet currently concluded FTAs with any countries of the world. In recent years Mongolia has paid a great importance to the issue of concluding agreements with its major trading partners and initiated some measures to conclude such an agreement with Japan . The establishment of the Free Trade Agreement with main partners is one of the vital issues of a foreign trade vital policy of Mongolia, as such it attracts attention of policy makers, practitioners and scientists. Mongolia has pursued a policy of expanding its foreign relations with South Korea within the framework of multilateral cooperation. It seeks ways to expand economic and trade relations with South Korea, and build and enhance its international competetiveness by attracting South Korean investment and technological support. Without doubt South Korea is interested to expand its relations with Mongolia because of geographical proximity and the country’s rich natural resources. Taken into consideration the above factors, this research focuses on analyzing opportunities for establishing FTA with South Korea, which is the 5th largest trade partner of Mongolia. Balassa’s comparative advantage index (Balassa, 1965) and Gravity model has been used for the research.

자유무역협정(FTA)은 다자간 무역정책이며, 세계의 많은 국가들이 2000년 이후 경쟁적으로 채택하는 무역정책이다. 몽골은 아직 세계의 어느 나라와도 FTA를 맺지 않은 국가이지만 지속적 인 관심을 가지고 검토하고 있으며 최근에는 일본과의 협상이 상당한 진전을 이루고 있다. 몽골과 주요 교역대상국과의 FTA의 체결은 몽골의 정책담당자, 무역당사자, 경제학자들에게 지대한 관심사가 되고 있다. 몽골은 다자간협력의 틀에서 한국과의 경제관계의 확대를 추진해왔 다. 특히 몽골은 한국의 투자와 기술을 유치하여 몽골의 국제경쟁력을 높이기를 희망하고 있다. 물론 한국도 몽골의 풍부한 자원과 지경학적인 이점을 바탕으로 양국간 경제관계의 확대심화를 원하고 있다. 이 논문은 이러한 요소들을 고려하여 몽골의 제5위 무역대상국인 한국과의 FTA의 효과를 중력 모형을 이용하여 Balassa의 비교우위지수를 산출하였다.
