Recently, Cloud Computing has attracted wide attentions in ICT industry with less maintenance burden and lower initial program costs. In particular, Internet giants including Google, Amazon as well as software vendors like Microsoft, IBM have recognized Cloud Computing as an important factor in IT paradigm shift and focused on nurturing next generation businesses based on Cloud Computing. Despite these benefits derived from Cloud Computing, users still remained concerned about its security, stability, and credibility. As there are no boundaries of applications, regions, and terminals in cloud computing environment, the Application Performance Management(APM) is getting more important. Frequent response delays would cause severe damage to corporate achievements, thus steady-performed technology is a prerequisite for business operations. Against this backdrop, the National Assembly Library works to explore sectors requiring more investment, e. g. an effective data storage, and phase in Cloud Computing through preliminary review, rather than abruptly introducing Cloud Computing followed by private firms.

클라우드 컴퓨팅(Cloud Computing) 기술은 IT 유지보수 부담을 경감시키고, 대규모 초기 사업비용을 경감시킬 수 있어 기업의 IT혁신을 통한 비용절감을 이룰 것으로 기대를 모으고 있다. 특히 구글, 아마존 등 인터넷 기업뿐만 아니라 마이크로 소프트, IBM과 같은 벤더들도 클라우드 컴퓨팅(Cloud Computing)이 IT 패러다임을 바꿀 수 있는 중요한 요소라고 강조하 며, 이를 활용한 차기 주력사업을 육성하고 있다. 그러나 이러한 유용성에 불구하고 보안 및 안정성과 신뢰성 면 등에서 여전히 이용자들의 우 려가 나타내고 있어 보안이 철저하게 뒷받침되어야 하며, 클라우드 환경에서는 애플리케이션 과 지역, 단말기의 경계가 없어지기 때문에 애플리케이션 성능관리(APM)가 중요하여 응답속 도가 지연되는 일이 잦아질수록 기업은 비즈니스에 큰 타격을 입을 것으로 예상되어 일정한 성능을 내는 기술이 선결과제로 요구되고 있다. 따라서 국회도서관에서는 효율성을 강조하는 민간기업의 전략을 따라 성급한 클라우드 컴퓨 팅 도입을 지양하고, 먼저 도서관과 같은 공공기관에서는 폭발적 데이터 증가에 대처하는 효 과적인 데이터 저장 등 분명한 필요성이 있는 분야를 발굴하고 해당 분야에 대한 도입전략을 철저히 수립하고 사전 검토과정을 거쳐 단계적으로 클라우드 컴퓨팅을 도입해야 할 것이다.
