The purpose of this study is to figure out what kind of policy actions the Korean government takes for the foreign residents and to improve the present government policy for them to settle down well and to be integrated properly in light of upgrading national harmony and competitiveness. The whole foreign residents in 2011 is 1,395,077, including foreign labors, students, immigrants for marriage, refugees etc. Up to now, the government prepared plans, organizations, budgets, and programs for each target foreign residents to reside in Korea well in accordance with what they are and what kind of their status is here in Korea. The governmental policy is mainly focused on the immigration perspective, attaching greater importance to management and control of in and out foreigners. As a result of that, foreign residents have remained as ‘outsiders’ in spite of governmental supporting policy to cope with them well in the national level. The basic policy frame to manage foreign residents in the future has to be such as “setting up a new order to integrate them into member of this society and to play a role to upgrade the national energy”.. In addition to change of frame and improvement of governmental measures, public sentiment and opinion to embrace the foreigners is above all important. To learn and embody this kind of emotion to accept diverse nations and people, culture and customs as a part of living reality is needed endurance and open mind to move forward to world citizen.

이 글은 현재 정부에서 추진 중인 국내유입인구에 대한 지원정책의 현황을 살펴보고 문제점을 파악하여 정책적 과제를 도출하여 봄으로써, 국내유입인구 문제에 보다 적 극 대처하고 나아가 국가통합력을 높여나가는데 그 연구목적을 두었다. 연구범위와 방법으로 현행 정부 지원정책과 관련, 국내외 자료(논문, 정책보고서, 인터넷조사 등) 를 통한 문헌연구, 심층 인터뷰, 세미나참석, 해외법제도 비교연구 등을 행하였다. 2011년 12월 31일 현재, 국내유입인구는 1,395,077명이며, 이는 전년 대비 3.4%가 증가한 수치이고, 국내 총인구(4,978만명)의 2.8%를 차지하고 있다. 유입인구지원정 책의 개선에는 국내외적인 여건을 고려하여 다차원적인 입법 및 정책 설계가 요망된 다. 입법정책의 기본방향은 다문화사회와 다문화가족에 대한 정책의 변화를 필요로 하는 바, 향후의 정책은 다문화사회로의 점진적 변화에 부응하는 새로운 사회질서를 구축하는 방향으로 나아가야 할 것이며, 이를 위하여 먼저 질 높은 사회통합 구축이, 그 다음으로 국가경쟁력 확보차원에서 정책관리가 필요하다. 한편, 유입인구대상별로 국내 거주와 적응, 정착 나아가 통합에 필요한 보다 면멸한 정책과제의 추진이 필요 하다.
