Since the World War II, capitalism countries are pursuing to be welfare country, and in welfare countries, extension of civil rights evolves in various new patterns in response to contradiction between capitalism and democratism. In particular, such evolution is conspicuous in fields like alternative life of citizens, environment, women and consumer that emphasize living quality and establishment of identity and anti-nuclear power etc, and such issues are drawing attentions increasingly through participation of civic groups. Also civic groups campaigns are being conducted out of citizens pursuit of the everyday lifestyle based on the self-recognition of participants themselves who resist infiltration into their own life. In Korea, civic group movements, though not fully bloomed, grew active after collapse of authoritarian regimes. It may be hard to conclude civic group campaigns as new social movement, but changes in political opportunity structure where civic groups can participate in politics can be found in the enforcement of local autonomy. This study was conducted to examine the correlation of local autonomy and civic groups when new types of political participations are realized locally since the beginning of local autonomy.

2차 세계대전 이후 자본주의 국가들은 복지국가를 지향하고 있고, 복지국가에서 시민권의 확대는 자본주의와 민주주의 간 모순에 대한 대답으로 다양한 형태를 띤 새로운 양상으로 나타나고 있다. 이러한 양상 중 하나는 신사회운동으로 삶의 질과 정체성 확립을 강조하는 시민사회의 대안적 삶, 환경, 여성, 소비자, 반핵이라는 이슈 등의 분야에서 두드러지고 있으 며 이러한 이슈의 지속적인 실현이 시민단체의 참여에 의하여 부활하고 있으며, 자신의 삶의 침해에 저항하는 참여자 자신의 자기인식을 기반으로 한 생활양식을 추구함으로써 구체적 이 슈들을 개혁하기 위한 방향으로 진행하고 있다. 우리나라에서 신사회운동의 대두는 완전하지는 않지만 권위주의 정권이 몰락하여 시민사회 가 활발해지기 시작한 이후에 나타난 현상이다. 시민운동단체를 신사회운동으로 단정하기에 는 무리가 있지만, 이들 시민단체가 정치에 참여할 수 있는 정치적 기회구조의 변화는 지방 자치의 실시에서 찾을 수 있다. 본고는 지방자치 이후 지역의 자율성과 정체성에 관한 요청과 맞물려 시민단체에 의한 새 로운 형태의 정치 참여가 지역에서 이루어지고 있어 이에 대한 상호관련성을 고찰하고자 하 였다.
