The purpose of this paper is to study on the method of peaceful unification of the Korean Peninsula through neutralization. Sixty seven years have passed since the Korean Peninsula was divided by the United States and the Soviet Union without the will of the Korean people. However, South and North Korea have still continued their conflict and confrontation. The reason is because that the two Koreas do not only agree with the method of unification, but also the national interests of the four powers are critically opposite each other with the unification of the Korean Peninsula. This paper, for convenience's sake, lists five steps for its realization. The first step is to restore confidence-building between the peoples of South and North Korea. In the second step, both Koreas should agree to change the existing political system, in which each party pledges to confront the other. In third step, a Supreme National Unification Assembly should be organized with 200 delegates who might be a symbolic one representing the confederation system of the two Koreas. The fourth step is for the two Koreas to become neutralized country separately. In the last step, the two neutralized Koreas will accomplish their unification as a permanent neutral state. The neutralized Korea heads for free democratic and capital market systems usually adopted by the world.

본 논문의 목적은 4강인, 미국, 중국, 러시아, 일본을 포함해서 남북이 수용할 수 있는 가능성 이 높은 한반도의 중립화 통일방안을 연구하는 데 있다. 한반도는 한국인의 의지와는 관계없이 미 국과 소련에 의해 분단 된지 67년이 되었으나 남북은 아직도 대립과 갈등을 계속하고 있다. 이러한 이유는 남북이 한반도의 통일방안에 합의하지 못하고 있고, 한반도의 통일이 4강의 국 가이해관계가 상호 대립되고 있기 때문이다. 편의상 한반도의 중립화 통일방안은 5단계로 구분해서 접근한다. 제1단계는 남북이 신뢰를 회 복해야 하며, 2단계는 남북이 상치된 국내제도를 개선하고, 3단계는 남북의 연합제(또는 연방제) 를 위한 기구로 민족통일최고회의를 구성하여 통일헌법과 통일선거법을 제정하고, 4단계는 남북이 별도로 중립화 국가가 되어 현재와 같은 체제를 유지한 후, 5단계에서 남북의 두 중립화 국가는 하나의 중립화 국가로 통일한다. 한국은 4강과 외교관계를 가지고 있고, 북한을 경제적으로 지원해야 하기 때문에 남북의 중립 화 통일 실현에 주도적 역할을 해야 할 것이다. 중립화로 통일된 한반도의 정치체도는 세계가 보 편적으로 추구하는 자유민주주의와 시장경제 체제를 채택한다.
