Is it a plausible scenario to construct a more cooperative form of international institution in Northeast Asia? The purpose of this paper is to propose speculatively a security community for Northeast Asia. In doing so it assesses the practicality and applicability of Karl Deutsch’s concept of a “security community” in the Northeast Asian political context. Out of the fourteen background conditions for building a security community presented by Deustch, et al., it has exclusively analyzed the three main areas of conditions: political ideology, economic aspects, and security‐military background conditions for a security community. In reviewing all of these generalized aspects, it consistently argued that the economic aspect is a critical motivational factor for the development of a security community. It asserted that ever increasing economic interdependencies among the Northeast Asian countries have now become realities after a series of regional rapprochements, and the region has been gradually evolving from a bitter Cold War battleground into a marketplace

이 글의 목적은 동북아시아에서 안보공동체가 형성될 수 있는지에 지에 대한 이론적 담론들을 고찰해 보는 것에 있다. 존 미얼스하이머와 같은 현실주의자들은 국가간의 협력 은 일시적인 것이며, 진정한 의미에서 국제적 공동체 형성과 같은 협력은 불가능 하다고 보고 있다. 특히, 동북아시아에서는 중국의 부상이 가장 큰 문제로 대두 되고 있고, 유럽 과 같은 다자주의적 틀이 부재하기 때문에, 전쟁과 같은 구조적인 문제가 발생 할 수 있 다는 의견이 있다. 이러한 맥락에서 냉전종식 이후, 세계화와 함께 동북아시아에 국가간 의 경제적 상호의존도가 높아지는 추세에 반해, 왜 안보적 측면에서 공동체가 부재한 것 인가 라는 문제의식을 가지고 연구가 진행 중이다. 이 글은 칼도이치가 처음으로 주장한 안보공동체의 국제양상이 동북아시아에도 실현 가능한지를 경험적 사례를 통해 적용해 보는 것에 있다.
