This study analyzes the role of social contract in Korea: focusing the procurement, and public purchasing. And it tries to find the possibility of the development in the administrative way and to seek the measure through governance In the case of procurement , especially for the procurement of stuff has been playing the important role in making jobs and regionally-equal enhancement Although the Korean procurement has had the disadvantage-sticking to central procurement, slowness to cope with environmental change, shortage to making infrastructure, few management system for appraisal, it struggle the hazard by measures like these-hightening the leadership of the local government, balancing the efficiency and public nature, searching how to making clearness, reversing the procurement, re-positioning the policy of public purchasing, recognizing the policy function, managing the quality, firmly understanding the international and overseas market Now Korea has very sophiscated form of the procurement and has the position of the vench-marking target as the leading procurement system country with the Narajangteo. Through the procurement, not only the big company but also the small company grow and the government, by the help of supply to exact place, it made high-speedy enhancement. The procurement, weak in part as it has been, still has the position contributing to the social development

본 연구는 사회적 계약과 공공구매, 조달의 역사적 발전과정과 진행 상황을 알아보고 행 정적으로 더욱 발전할 계기를 만들 수 있는 여지를 발견하고 협력적 거버넌스로 가장 효율 적인 방안을 찾으려고 한다. 조달의 경우 한국 사회에서 물품의 조달은 물론 일자리창출 및 지역균형발전에도 큰 기 능을 하였다. 중앙조달에 대한 집착, 환경변화에 미온적 대처, 조달행정기반확보 미흡, 평가관리미비 와 인력부족등의 문제점이 있으나 이는 지방정부의 리더쉽 제고, 효율성과 공공성의 가치조 화, 투명성제고 방안의 다각도 모색, 조달행정에 대한 인식전환, 공공구매 정책 재정비, 정 부조달의 정책적 기능인식, 최고의 품질관리, 국제협정과 해외시장에 대한 명확한 이해등으 로 보완 혹은 극복이 가능하다고 하겠다. 현재 대한민국은 발전된 형태의 조달문화를 갖고 있으며 나라장터 등을 통한 전자조달의 선두 국가로 세계 각국의 벤치마킹 대상이 되었으며 조달행정을 통하여 대기업은 물론 중소 기업도 성장하고 조달을 받은 정부는 적재적소에 물품을 사용하여 정부주도의 고속성장을 하였다. 조달은 일부 미흡한 부분이 있었으나 사회적 계약의 큰 축으로 사회발전에 공헌하 였고 지금도 공헌하고 있는 중이다.
