This paper introduces several examples of trial and error that the author commits while collecting oral testimonies from former high-ranking officials in foreign affairs and security issues. These former officials were involved in foreign policy-making processes in several important issues: the evacuation of Koreans from Saigon in 1975, the repatriation of three imprisoned Korean diplomats in Vietnam from 1975 to 1980, and the North Korean Nuclear Crises in the 1990-2000s. My discussion focuses on the following reflections: I have collected oral testimonies to carry out my own research rather than help general audiences understand important foreign policy issues; I have neither paid much attention to how to make oral testimonies reliable nor how to build inter-personal trust with interviewees; and I have not properly handled the budget to make ends meet. Based on these personal experiences, I provide several propositions that could help make oral testimonies reliable sources for research and enhance understanding of foreign policy-making among general audiences.

이 글은 필자가 외교·안보 분야 전직 고위관료를 대상으로 구술 증언을 얻는 과정에 서 경험했던 몇 가지 특이점을 소개한다. 필자는 국제정치학자로서 1차 북핵위기 관련 한국의 정책결정과정을 이해하기 위하여 전직 관료를 대상으로 구술 증언을 얻는 작업을 시작하였다. 이후 필자는 1975년 在월남 한국교민철수 작전, 駐월남 한국공관원 수감 사 건, 북핵 2차 위기에 관여했던 고위 공직자를 면담하는 기회를 가졌다. 이 과정에서 필자 는 일반 독자보다는 전문 연구자를 위한 구술 자료를 채록했고, 구술 자료의 신뢰성을 높 이기 위한 작업을 꼼꼼하게 진행하지 못했으며, 구술자의 신뢰를 얻는 과정에서 어려움을 겪었고, 예산을 규모 있게 사용하지 못하는 실수를 범했다. 이런 실수는 필자의 개인적 한계일 수도 있지만, 외교·안보 분야에서 구술 증언이 가질 수 있는 특징을 반영한다고 생각한다.
