The Spratly Islands have not been paid attention as the territorial value, but in the meantime, have been on the central point of territorial dispute after being ascertained to have a great number of natural resources such as oil, natural gas, etc as well as recognizing the strategic value. China and Vietnam have being asserted its own territory over all of the Spratly Islands, and on the other side, the Philippines, Malaysia, Taiwan, and Brunei have laid claims to contiguous areas. Under this circumstance, the concerned nations are not ready to yield an inch. In particular, confronting and trouble not only between China and Vietnam but also China and the Philippines are very serious. In order to resolve this problem, the concerned nations had reached agreements of “Declaration on the Conduct of Parties in the South China Sea” and “Guidelines for the Implementation of the Declaration of Conduct.” But, the territorial dispute has been not yet showed to be resolved. For all that, it is not to be impossible to find a resolution plan. As the first plan, it is considered to divide islands of the Spratly Islands to the concerned nations, respectively on the basis of the nearest distance, and recognize its own sea territory. As the second plan, the concerned nations all jointly are to develop the seabed natural resources, without giving the sovereignty over the Spratly Islands to a country.

난사군도는 영토적 가치로 주목을 받지 못하다가 군도 해저에 석유, 천연가스 등 엄청난 양의 천연자원이 묻혀 있는 것이 알려지고, 전략적 가치가 인지된 이후 해양영토 분쟁의 중심에 놓여 있다. 관련국들 중 중국과 베트남 은 각각 군도 전부를 그리고 말레이시아, 필리핀, 대만, 부르나이는 인접한 지역을 자국의 영토로 주장하고 있다. 이러한 상황 하에 관련국들은 영유권 분쟁에 있어 양보 불사의 태세를 보이고 있다. 특히 중국과 베트남, 중국과 필리핀과의 대립과 갈등은 심각하다. 이러한 문제를 풀어나가기 위해 관련국들은 “남중국해 당사국간 행동선언”과 “가이드라인”에 합의한 바 있으나, 여전히 영유권 분쟁은 해결의 기미를 보이지 않고 있다. 그렇다고 해결 방법이 전혀 없는 것은 아니다. 우선적으 로 난사군도에 가까이 위치한 섬을 각국에 분할하고 이 섬을 둘러싼 해역을 자국 영해로 하는 방법이 있다. 그 다 음 방안으로는 난사군도의 주권을 어느 한 나라에게 주지 않고, 관련국이 공동으로 이 지역의 해저 자원을 개발 하는 것이다.
