The tasks in Korea must be to solve new social problems according to social change and accomplish social integration. Social policy must be sought by investigating source of Korean traditional thoughts. The purpose of this study is to investigate the character and fundamental principle in “the Book of Change” which have consisted of the core of Korean traditional thoughts in terms of Confucian thoughts and grasp its implications of social policy. The implications of social policy can be suggested such as followings. First, the implication of social policy in the fundamental principle of the Book of Change can be suggested the contribution to social policy analysis. Second, its implication is to provide the judgmental clue in superrationality of decision making. Third, its implication is to provide new recognition of social problem. Finally its implication suggests the idea of welfare society. Those implications will contribute to seek for social welfare institutions and social policy which can be suitable for our country. Therefore the Book of Change is important human heritage which must be much highlighted and actively used in many aspects of our society including social policy.

우리나라는 사회변동에 따른 새로운 사회문제의 해결과 더불어 사회통합을 이루어내어야 할 과제를 안고 있다. 이러한 상황에서 모색되어야 할 사회정책은 우리나라의 전통사상의 저변에 대한 검토에서 시작하여야 할 것이 다. 본 연구가 다루는 우리나라 전통사상은 유교사상의 일환으로 공자를 중심으로 한 주역 이른바 ‘유가역’으로 한정하였다. 본 연구의 목적은 우리나라 전통사상의 하나라고 할 수 있는 유교사상의 가장 형이상학적 내용 내지 철학적 내용 을 담고 있는 주역의 성격과 기본원리를 고찰함으로써 그것이 시사하고 있는 사회정책적 함의를 도출하는데 두 었다. 주역 기본원리의 사회정책적 함의는 다음과 같다. 즉 그것은 사회정책의 분석, 의사결정에 있어 초합리성의 근거, 사회문제의 새로운 인식 그리고 복지사회 구상 등인 것이다. 요컨대 주역은 우리나라 현실에 부합하는 사회복지 제도 또는 사회정책을 모색하는 데 기여할 수 있을 것이다. 이러한 맥락에서 주역은 사회정책을 포함하는 다방면에서 새롭게 조명되어야 하고 그리고 활용되어야 할 인류 의 유산이라고 하겠다.
