The objective of this study was to develop strategies for applying the purposes of social enterprises in overcoming crises in local communities caused by disaster damage. That is, this study attempted to derive implications on how to recover the local communities of disaster areas by the application of social enterprises. According to the results of this study, a disaster area has problems that the residents in the area are highly dependent on damage compensation and this weakens the vitality of economic activities, that dependency on external resources is high without efforts to support themselves for overcoming the crisis, and that expectation for the government’s financial support tends to be high. Thus, this study suggested special treatment of disaster areas in requirements for the certification of social enterprises so that disaster areas would overcome local crises through the development of social enterprises, financial support through policies to support private fund raising and disaster management funds, and the need of a performance management system for the promotion of social enterprises.

본 연구는 사회적 기업의 목적으로서 지역문제 해결 차원에서 재난피해로 인한 지역공동체 위기 극복을 위한 적용방안을 연구하는데 목적이 있다. 즉 사회적 기업의 적용을 통한 재난피해지역의 지역공동체 회복방안을 위한 시사점을 도출하고자 하였다. 분석결과, 재난피해지역의 경우 피해주민들의 피해보상에 대한 의존도가 현격히 높은 상태에서 지역사회의 경제활동 활력이 약화되는 결과를 가져오며, 위기극복을 위한 자활 노력이 없이 외부 자원에 대한 의존도가 높은 경향, 특히 정부의 재정지원에 대한 기대가 높은 경향을 보이는 문제점이 나타나고 있다. 이에 본 연구에서는 사회적 기업 육성을 통해 재난피해지역의 지역위기를 극복할 수 있도록 사회적 기업 인증요건에 재난피해지역에 대한 특례, 민간자금조달지원 정책 및 재난관리기금을 통한 재정지원, 그리고 사회적 기업 육성정책에 부합하도록 성과관리체계를 마련할 필요성을 함께 제시하였다.
