This study is based on a research on the application of a large long-range transport aircraft during ordinary times. Since the dawn of the 21st century, conflicts on nationalism and racial segregation have been rampant. In fact, there is currently an estimate of 78 conflicts occurring and a possibility of potential future conflicts. Korea has actively participated in the peacekeeping operations and has dispatched approximately 1300 personnel to 16 countries. These were done along with the United Nations’ peacekeeping missions and as a multinational force since September 2012. However, due to the lack of military capabilities in air transportation for overseas missions, most of the operations were commissioned by the civil aviation. Moreover, this predicament caused many problems to arise for failing to transport appropriate military equipment, weapons, and ammunitions among other things. At present, Korea’s military diplomacy and defense export have expanded at a steady rate. An example of this is the number of foreign military diplomacy which had an average of 67.5 from 2002 to 2005 and had a notable increase of 79.5 from 2006 to 2009. The support of a large export business also caused a significant increase in the defense export. However, from 2007 to 2011, there were only 12 cases of overseas transport except for the overseas dispatch mission. This result was not due to the air transport mission being small, but because of the lack of capabilities in the long-distance air transport. In 2012, the amount of exportation made a noticeable record when it reached 11.9 hundred million. This is why the introduction of the large long-range transport aircraft is necessary for the nation’s benefit. The large long-range transport aircraft not only provides a sense of security with regards to war endurance capability by supplying ammunition and war materials in case of a possible war in Korea, but it also provides appropriate logistics to those involved in the worldwide peacekeeping operations. In addition, it can be used to promote military cooperation and it can strengthen military diplomacy with the neighboring countries as well as with the other regions. It can also contribute to the precipitation of the defense exports. Considering Korea’s power and status in the world currently, the introduction of the large long-range transport aircraft is of great importance. However, the problems of determining the amount of transport aircraft adoption must be examined thoroughly by evaluating the overall national advantages such as Korea’s current financial status and potential threats.

한국 공군의 공수(空輸) 역사는 1965년 미국으로부터 C-46 항공기를 최초로 도입하면서 시작되었다. 1972년 이전까지는 그 임무수행이 매우 제한적이었고, 1973년 C-130 및 1994년 CN-235 항공기 도입 이후 각종 군사 작전과 대민지원 등 본격적인 공수임무의 수행이 이루어졌다. 특히 1991년 걸프전 시 5대의 C-130 항공기를 다국적군으로 파병한 이후부터 최근 이라크 자이툰 부대에 항공수송 지원을 위한 58항공수송단(다이만 부대) 파병까지 다양한 공수임무를 수행하였다. 분단국이라는 특수한 한반도 안보상황과 열악한 여건 속에서도 한 국군은 PKO파병, 구호활동 등 국제지원 활동으로 영역을 확대해 가고 있는 것이다. 항공기를 이용한 공수는 전쟁뿐만 아니라 전쟁을 억제하고, 테러를 방지하며 평화 작전에 기여함으로써 국가 의 국제적 역량 및 위상을 제고할 수 있다 공군본부, 공군교리 3-5, 󰡔공수작전󰡕, 2012, p. 13. . 한국은 국내총생산(GDP)이나 국민총소득(GNI) 등의 주요 경제지표로 볼 때 세계 10위권의 경제 강국이며, 근래 문화, 사회적 측면에서도 국제사회에서 한국의 위상은 나날이 높아지고 있다. 이에 따라 국가 차원의 전 략공수 임무 소요도 증가하고 있다. 그러나 현재 한국의 공수전력 현황을 보면, C-130기종 12대, CN-235 기종 20대로 한국의 국제적 위상에 맞는 역할을 하기에는 매우 제한적인 자산을 보유하고 있다. 공군본부, 공군교리 3-41, 󰡔공수항공기운용󰡕, 2006. 예를 들면, 2011년 1월 삼호주얼리호 납치 사건 때 우리 군은 애초 군용기 파견을 검토했지만, 경유하는 여러 국가에서 허가를 받아야 하고, 또한 급유 기착에 장시간 소요되는 문제점으로 인해 막대한 예산을 지불하면서 아랍에미리트에서 빌린 전용기를 이용할 수밖에 없었다. 태극마크를 부착한 우리 장거리 대형수송기가 이들 을 수송하는 모습이 언론에 공개되었다면, 국민들이 우리 국력에 대해 자긍심을 가질 수 있었을 것이다. 국격 에 맞는 항공수송 자산의 확보가 시급한 이유가 바로 여기에 있다. 장거리 대형수송기는 전시에 더욱 그 필요성이 중요해지는 항공기이지만, 그 구입 및 운용비용이 적지 않게 소요되므로 평시의 활용 가능성을 염두하고 도입을 추진해야 한다. 이에 본고는 장거리 대형수송기의 운용 가 능성 측면에서 평시 활용이 많을 것으로 예상되는 해외파병지원과 군사외교 및 방산수출의 활용성에 초점을 맞추어 그 필요성 및 활용성에 관한 연구를 진행하고자 한다. 평시 주요 임무 중 ‘해외재난 긴급구호’ 임무에 대해서는 이미 연구된 바 있다. 진종광, “｢정부 해외 재난 긴급구호｣ 관련 군 수송기 임무지원 발전방향 연구,” 󰡔공군평론󰡕 제128호(2011. 8) 참조. 이를 위해 먼저 해외파병 지원과 관련해서는 국내외적 파병의 필요성과 현황, 그리고 문제점을 분석한 후 해 외파병에서 장거리 대형수송기의 활용성을 검토해 볼 것이다. 다음으로 한국의 군사외교 및 방산수출 관련 현 황과 문제점을 제시하고, 이 분야에서 장거리 대형수송기의 활용 방안을 검토하고자 한다.
