With the recent revision of Local Public Finance Act, rules and regulations concerning accounting system governing the local government level has improved to certain extent. However, unlike the national government and other countries, rules and regulations concerning local accounting system and institution are only part of Local Public Finance Act, resulting in fragmented local accounting system. With rapidly changing and complex environment of local government, it is right time to consider a legislation of a separate "local accounting act" from the existing "local public finance act". In the proposed act, contents such as accounting procedure, organization, qualification of personnel who deals with the system should be specified. Moreover, the proposed accounting act should promote the active utilization of accounting related government documents such as annual comprehensive report and others. Furthermore, the proposed act should pursue a comprehensive local public financial management system by integrating closing system of related areas such as local public enterprise and publicly-invested local companies.

최근 지방재정법이 개정되어 회계 관련 제도와 기관의 확충이 이루어졌으나 지방회계법의 분법을 통해 예산, 회계, 성과, 계약 등 지방재정관리의 초석인 회계제도의 발전과 아울러 급변하는 회계환경에 적절히 대응하기 위한 지방회계제도 운영의 신축성을 유지할 수 있을 것이다. 지방회계법은 국가회계절차를 규정한 국가회계법과는 달리 지방자치단체 회계절차와 회계조직, 회계 관련 공무원의 전문성 향상 및 회계 활용성 제고 등 지방자치단체의 회계전반의 개선을 통해 지방자치단체 재정 관리의 수준을 높일 수 있는 기반을 마련한다는 점에서도 중요한 의미를지닌다. 지방회계법에는 결산체계의 개편을 통해 예산회계결산서와 재무결산서를 일원화하며, 결산총평, 자치단체와 지방공기업, 출자･출연기관간의 통일적 회계기준의 적용, 회계 관련 조직의 보강, 회계공무원의 전문성 제고, 재무보고서의 신뢰성을 제고하기 위해 작성주체인 지방자치단체장과 회계책임관의 법적책임성을 규정, 회계감사의 개선과 같은 내용이 포함되어야 할 것이다.
