School violence is now considered not only as a problem for a victim and a offenderthemselves, but also as a social problem that requires responsibilities of school, home,society, and even nation. Crimes and risk factors are various inside and outside of school. In terms of solving those problems, this study examines the actual condition of schoolviolence among students. In addition, it is considered what efforts are conducted by policeto establish a safe school environment and the problems that derive from it. Futhermore,this study aims to discuss the ways of using the private security with regard to dealing withschool violence. In this society, the expectation of security service from the police is increased as timepassed. However, police has limited resources, thus it is beyond their practice. Policing haschanged from being monopolized by government to cooperating with various security agents. Community is not considered as the subject for enforcing the law anymore, but as thecooperator for effective policing. With regard to the limitation of police force, using theprivate security is an effective alternative. Therefore, it is required that private security shouldbe assigned legal authority and shared information with schools in order to patrol the blindspot. Finally, school violence prevention efforts should be conducted by applying physicaland electronic security.

학교폭력은 더 이상 피해자와 가해자 당사자만의 문제가 아니며, 학교, 가정, 그리고 국가에도 그 책임이 있는 사회적 문제로 인식되고 있다. 학교폭력 문제를 해결하기 위해서 학교내 ․ 외에서 발생하는 범죄와 안전을 위 해하는 요소는 매우 다양하지만 이 중 학교에서 발생하는 학생간의 폭력을 중심으로 학교폭력의 발생 실태를 살펴보고자 한다. 또한 안전한 학교를 조성하기 위하여 경찰이 학교라는 범위 내에서 행하고 있는 활동의 실 태를 살펴보고그에 따른 문제점은 무엇인지를 확인한다. 더 나아가 학교폭력에 효과적으로 대응하기 위한방 안으로서 민간경비를 적절히 활용할 수 있는 방안에 대해서 논해보고자 한다. 현대 사회에서 치안서비스에 대한 국민들의 기대수준은 시간이 흐를수록 상승하고 있으나 경찰의 한정된 자 원만으로는 감당하기에 부족한 현상이 발생하고 있다. 지금까지 국가가 독점했던 경찰활동은 다양한 치안활 동의 주체들과 협력하는 시스템으로 변해가고 있으며, 지역사회는 경찰이 감시하고 법을 집행해야 할 대상 또 는 공간이 아니라 효율적인 경찰활동을 위한 협력자로 인식하고 있다. 경찰력의 한계 등의 측면에서 바라볼 때 민간경비의 활용은 매우 효과적인 방안이 될 수 있다. 학교폭력 예방을 위한 민간경비의 활용을위해서는 민간경비원에 대한 임무 및 법적 권한을 부여하고 학교폭력예방을 위한 업무와함께 교내의 위험한 사각지대 순찰활동 등 방범활동을 위하여 학교와 구체적인 정보를 공유하여야 한다. 또한 물리적 ․ 기계적 경비 시스템 을 도입하여 학교폭력 예방에 노력을 기울여야 할 것이다.
