The aim of this study proposes a role of the Church to solve the huge social issues which are the low fertility rate, growing the aging population and changing the type of household in the recent years. Current society has been inactive exchange between members of society because of the gap between generations and social classes. Many studies suggest that our society members should have community consciousness in order to solve these social problems. This study reconsiders an important role of the Church as a community which has been a role of Christianity in the history. At the same time, it recommends a role of the Church as a mediator between the generations and social classes. First of all, it has been inquired the seriousness and present states of low fertility rate, growing aging population and changing the type of household through the second data analysis of the Statistics Korea. To achieve the purpose of the study, it investigates the Seoul Diocese of Anglican Church in Korea major activities. This study uses the concept of mutual assistance as an analysis instrument. The study illustrates that there are interaction programmes between various generations among the member of Church inside of the Church. Outside of the church, there are exchange between the church and the local residents through the many programmes for the vulnerable people. In conclusion, this study proposes the role of church as a service delivery system of social welfare policy. Specifically, the Church should be a mediator between the generations through various activities, for example, it provides an arena for enhancing the community consciousness. Moreover, outside of the Church, the role of Church should provide an arena for communication among local residents and vulnerable people. At the same time, this study suggests the ‘Public Child Insurance’ as a social correspondence. It would prevent social problems according to the gap between generations through providing of childcare, health service, education from the birth to the grown-up.

본 연구는 최근 우리사회가 안고 있는 저출산화, 고령화, 가구형태의 변화라는 커다란 사회문제를 해결하기 위하여 교회는 어떤 역할을 할 수 있을까라는 문 제의식에서 출발하였다. 현 사회는 세대 간의 단절, 계층 간의 단절로 인하여 사회 구성원 간의 교류가 원활히 이루어지지 않고 있다. 이러한 사회문제를 해 결하기 위해서는 우리사회가 개개인이 아닌 공동체 의식을 가지고 사회전체가 공동대처해야 한다. 이에 본 연구는 역사적으로 기독교가 사회 내에서 담당해 온 기독교의 공동체로서의 역할의 중요성을 재고(再考)함과 동시에 세대 간 교 류, 계층 간 교류의 연결고리로서의 역할론을 제기하였다. 먼저 문제해결을 위하여 통계청 자료의 2차 분석을 통한 저출산, 고령화, 가 구형태의 변화에 대한 현황을 파악하고 그 심각성을 재고하였다. 그리고 그 해 결방안을 찾기 위해 기독교 종파 중 하나인 대한성공회 서울교구의 교회 안팎 의 주요활동 내용을 분석대상으로 삼았으며, 분석도구로는 자조, 호조, 공조의 개념 중 호조의 개념을 사용하였다. 분석결과, 교회 내에서는 신도(일반시민)를 대상으로 하는 다양한 세대 간 의 교류가 이루어지고 있었으며, 교회 밖에서는 사회취약계층을 위한 다양한 프로그램을 통하여 지역사회주민과의 교류가 이루어지고 있었다. 이에 본 연구의 결론으로 교회는 사회복지정책의 전달체계로서 활용되어야 한다는 것을 제시하였다. 구체적으로는 교회 내의 다양한 활동을 통하여 세대 간의 연결고리 역할, 즉 가족 내, 지역 내 혹은 사회 내의 세대 간 단절을 극복 할 수 있는 공동체 의식 고양의 장(場)으로서, 또한 교회 밖에서는 사회취약계 층과 지역주민 간의 소통을 위한 교류의 장(場)이 되어야 한다. 동시에 향후 과 제로서 세대 간의 단절로 인해 발생할 수 있는 사회문제를 미연에 방지하기 위 하여 출산에서 육아와 의료, 교육 등 일련 과정을 성인이 되기 전까지의 과정을 한 개인만이 아닌 사회가 공동으로 대처하는 ‘공적 아동보험’(가칭)의 도입 필 요성을 제기하였다.
