The purpose of this paper is to examine the implication of democracy in green aid policy. Although, with a global impact of sustainable development, many aid researches and policy studies have interested in green aid, which is a different kind of (developmental) aid, few has related democracy to green aid. Focusing on democratic values such as open, participation and communication, this paper explores how these values work in the process of planning and implementing green aid policy. In addition to the theoretical examination over democracy and green aid policy, it also analyzes a KOICA’s green aid policy where democracy positively operates. To conclude, the paper proposes to promote the idea and practice of democracy and reflect them into green aid policy.

본 논문의 목적은 환경원조정책에 있어 민주주의의 함의를 찾는데 있다. 환경원조는 지속가능한 발전의 전 지구적 흐름 속에서 개발원조를 뛰어 넘는 (혹은 보완하는) 원조정책의 성격 변화를 의미한다. 그러나 실 제로 많은 연구와 정책에서 환경원조의 중요성과 필요성을 언급하고 있음에도 불구하고 환경원조정책 과 정에서 민주주의의 의미를 지적하는 연구는 적었다. 본 논문은 개방, 참여, 소통이라는 민주주의 세부 가치 에 초점을 두고, 이들 가치가 환경원조정책을 계획하고 집행함에 있어 어떻게 작동하고 어떤 조건과 과정으 로 역할하는지에 주목한다. 또한 한국국제협력단(KOICA)의 케냐 우물개발 및 개보수 사업 사례를 통해 환 경원조분야에서 민주주의 가치가 어떻게 구현되고 작동되는지 구체적인 동학의 내용을 살펴본다. 결국, 환 경원조정책에 있어 민주주의의 역할을 제고하고 이를 적극 반영시킬 필요성을 논문은 제안한다.
