Recently, international cooperation of local governments through various international organizations has been developed in the range of global or local scope. It is due to the waning state authority and the strengthening autonomous central-local government relationship. Prior studies on the local diplomacy have focused on the its conceptualization and legitimacy. In addition, they have been discussed on its policy implications for promoting local diplomacy. These studies aims to examine how the theory of local diplomacy has developed and, how international organizations of local governments are different from IGOs. Based on the Transnational Municipal Network theory, this study analyses international organizations of local governments, such as the UCLG, ICLEI, CITYNET, NEAR etc.. as well as the roles of Korean local governments in international organizations of local government.

최근 전 세계적인 범위에서 또는 지역적 범위에서 지자체 간 국제기구를 통한 협력이 다양하게 전개되고 있다, 이 같은 지자체 간 국제기구를 통한 협력의 증대는 국가의 권한 위축 및 중앙-지방정부 간의 관계가 수직적 통제관계에서 수평적 경쟁관계 또는 협력관계로 변함에 따라 진행되고 있다. 한편, 지금까지 지방외교에 관한 연구는 지방외교의 개념과 정당성에 대한 연구와 행정적 측면에서 지방외교를 활성화하기 위한 정책적 접근에 집중되어 왔다. 따라서 본 논문은 지방자치단체 간 국제협력을 중심으로 이론적 배경과 한국 지자체가 많이 참여하고 있는 지자체 간 국제기구를 분석하고 평가하며 한국과의 관계를 살펴보려 한다. 이를 위해 초국가 도시네트워크 이론을 살펴보고 UCLG, ICLEI, CITYNET, NEAR 등과 같은 지자체 간 국제기구를 분석해 보려 한다. 그리고 이를 토대로 문제점 및 발전방향을 모색해 보려 한다. 본 논문의 의의는 향후 한국의 지자체들이 지자체간 국제협력을 진행하는데 이들 국제기구들의 특징을 파악하여 합리적인 대응을 할 수 있다는데 있다.
