How does the process of assigning members to standing committees work and what factors are important in determining the assignment outcome? This paper tries to answer these questions by performing independent sample t-tests using the committee assignment outcome in the first half of the 19th National Assembly to check whether the mean of political contributions, political ideology, legislative term, and vote differential in each committee is different from its chamber and parties. The findings of this paper show among others that there are committees like Land Infrastructure & Transportation Committee and Foreign Affairs & Unification Committee where individual member's various motives are important, whereas there are also committees such as Legislation & Judiciary Committee where the party's strategic concern plays an important role. This paper, after explaining the three existing committee theories, namely distributive theory, informational theory and partisan theory, also tries to relate the empirical findings in the paper with the three theories and warns against drawing some possible theoretically and/or methodologically wrong inferences from these theories. It is hoped that this paper will contribute toward developing a committee theory which can better explain Korean legislative rules and precedents than the existing three theories.

국회의원의 상임위원회 배정은 어떻게 이루어지며 이 배정과정에서 중요한 요소는 무엇인가? 이 글은 이러한 질문에 답하기 위해, 제19대 국회 전반기 상임위원회 배정결과에 대한 독립표본 t-검증을 실시하여 후원금의 규모, 정치적 이념, 선수, 제19대 총선에서의 차점자와의 득표율차의 위원회별 평균이 본회의나 같은 정당 소 속의 나머지 의원들의 평균과 차이가 나는지를 확인한다. 이 글의 분석의 결과 중 하나는 국토교통위원회나 외교통일위원회와 같이 의원 개인의 다양한 동기가 위원배 정에 있어 중요한 위원회도 있지만 법제사법위원회와 같이 정당의 전략적 고려가 위원배정에서 매우 중요한 역할을 하는 위원회도 있다는 것이다. 이 외에도 이 글은 기존의 이익분배이론, 정보이론, 정당이익이론을 심 도 있게 소개한 후 경험적 분석의 결과를 이 3가지 이론과 관련하여 논의함으로써, 이 이론들로부터 이론적/ 방법론적 측면에서 잘못된 추론을 하는 것을 방지하는 데 도움을 준다. 이 글이 우리 국회의 제도적 규칙과 선 례를 기존 이론보다 더 잘 설명할 수 있는 우리 나름의 이론의 개발에 기여할 수 있기를 바란다.
