The government should have the integrative line of sight over the life cycle of the R&D activities from planning stage to performance evaluation. The effective R&D system, which has a clear link between strategy and performance evaluation, must reflect the national requirement for R&D and resource constraints. To do this, the government can better achieve the policy objective using the relationship between the national and private the sector R&D-complements or substitutes. In this line, our study is unique in that the R&D policy is analyzed in context with the performance of the policy, reflecting the basis of policy regime in the specific period using the scientometrics. Each regime shows its unique policy characteristics in terms of the R&D performance. For example, the private sector R&D investment is most stimulated with the ‘policy regime 2’ which emphasize to ‘identify the priority and focus on the identified areas’. This result show that transfer and diffusion of the R&D results can be facilitated through the well coordinated role between the government and the private sector. The result of this study can be used to formulate the national R&D strategy and the R&D performance evaluation.

많은 연구들이 정부 R&D투자의 성과의 한 측면으로서, 정부 R&D투자가 민간 R&D투자에 미치는 효과(구축효과 또는 보완효과)를 분석하여 정부 R&D투자와 민간 R&D투자의 효율적인 역할분담에 관해서 논의하고 있다. 그러나 이들 연구들은 시기별로 국가 과학기술정책 기조 또는 방향을 고려하지 않고 있다. 이로 인해, 정부 R&D투자의 구축효과 또는 보완효과에 관해서 전체 표본기간을 하나의 분석단위로 포괄하여 분석함으로써 정책면과 산출면을 연관시킨 국가 R&D투자 전략에 대한 시사점을 분석할 수 없는 단점을 지니고 있다. 이에 본 연구는 과학계량학적 방법을 이용하여 R&D투자 효율성과 관련된 국가 과학기술정책 기조 변화를 분석한 연구결과를 활용하여, 과학기술 정책기조의 변화에 따른 정부 R&D투자의 성과에 대해 분석함으로써 국가 R&D투자의 전략 수립과 효율적 투자재원 배분에 대한 주요 시사점을 도출하였다. 정부 R&D투자와 민간 R&D투자의 관계를 Regime별로 분석한 결과에서는 ‘우선순위와 선택과 집중’을 중시하는 정책기조(Regime 2)의 경우에 민간 R&D투자를 부양하는 효과가 가장 크게 나타났는데, 이는 우선순위와 선택과 집중적인 투자를 강조하는 과정에서 정부 R&D투자와 민간 R&D투자의 역할분담에 대한 고려가 이루어 졌기 때문에 민간 R&D투자 부양효과가 가장 큰 것으로 해석될 수 있다. 민간과 정부의 역할 분담과 관련해서 정부 R&D투자가 민간 R&D투자를 촉진시키는 중장기 정책방향은 우선순위를 통한 선택과 집중투자가 정책이슈로 부각되어야 함을 시사한다.
