The study seeks to introduce the local government 3.0 of Jeonbuk province and to develop the strategy for effective push to strengthen the autonomy of local government by identifying the key factors for implementation. The local government 3.0 is a major initiative by the Park Geun-Hye administration to promote the public happiness and the quality of life. This study employs the content analysis method and develops an analytical framework which highlights three aspects: ① value consistency(propulsion system, goals and propulsion strategy), ② willingness to push the local government 3.0 (efforts of public information disclosure, outcome of public information disclosure, public investment of information disclosure) ③ outcome of the local government 3.0(diffusion and adoption of the initiative). The study recommends the followings to design effective strategy. First, it is critical to the synchronization of values between the locality and the 3.0 initiatives for its diffusion and adoption in Jeonbuk Province. Second, the local government, Jeonbuk Province in this study, must take an aggressive steps to push this initiative forward. Third, the local government must take an outcome-based approach.

본 연구에서는 박근혜정부가 추진하고 있는 정부 3.0의 개념과 논의를 통해 현재 지방정부 수준에서 지방정부 3.0 논의가 어느 정도 이루어지고 있는지 전라북도의 사례를 중심으로 그 현황을 분석하고 이를 토대로 지방 정부 3.0이 성공적으로 정착될 수 있는 함의를 도출해보는데 연구의 목적을 두었다. 이를 위해 이 연구에서는 ① 가치부합성(추진체계, 목표 및 추진 전략) ② 지방정부 3.0 추진의지(정보공개 성 과, 정보공개 계획, 재정투자계획) ③ 사업성과(과제발굴 실적, 부서별 참여 실적) 등의 분석국면과 분석지표 를 토대로 분석을 수행하였다. 분석결과, 첫째, 지방정부 핵심가치와 정부3.0과제 간 일치성 부족, 둘째, 효율 적이고 능동적인 추진의지의 부족 셋째, 사업성과의 부족 등의 문제점이 도출되었다. 이에 따라 이 연구는 첫 째, 지방자치단체와 정부3.0 과제들의 가치부합성 확보, 둘째, 지방자치단체의 강력한 추진의지 확보, 셋째, 사업성과 구축을 위한 노력 경주 등을 제시하였다.
