After 2013, Total Pay-Roll Costs System is being conducted. As a result, even the non-fixed term labor, effective human resource management is growing. In this study, belonging to the local educational administrative authorities investigating the non-fixed term labor's status and availability, by analyzing the related issues in the future management and the non-fixed labor was performed to derive implications. Analysis of the non-fixed term labor's irregular status, labor costs subject, focusing on compared occupational status was carried out by provincial offices of education. Still a lack of analysis of the legal basis, local educational administrative authorities of large variations in staffing, placement criteria, such as occupation showed very different. In particular, for regular and ongoing work on a staffing appeared to be a large gap between local educational administrative authorities were required improvements. Based on the results, this study provide a stable legal basis, placement of equity, maintenance and training management system implementation, and the secure of stable payroll costs.

2013년도부터 무기계약직 전환 학교회계직원에 대해 총액인건비제도가 실시되면서 시‧도교육청의 무기계약직 운용에 대한 효율적인 인력관리 필요성이 증가하고 있다. 본 연구는 지방교육행정기관에 소속된 무기계약직 운용 실태와 현황을 조사하고, 관련 쟁점을 분석함으로써 향후 무기계약직 관리 및 운영에 주는 시사점을 도출하기 위해 수행되었다. 무기계약직 실태분석은 학교급별 현황, 인건비 부담주체, 직종별 현황을 중심으로 시‧도교육청별 비교 분석을 실시하였다. 분석결과 법적근거가 여전히 미흡하고, 시‧도별 및 학교급별 인력배치의 편차가 크며, 직종별 배치기준 등이 매우 상이한 것으로 나타났다. 특히 상시적이고 지속적인 업무에 대한 인력배치에 있어 시·도간 격차가 큰 것으로 나타나 개선이 요구되었다. 이러한 연구결과를 바탕으로 안정적 법적근거 마련, 무기계약직 배치의 형평성 제고, 관리체계 정비 및 교육훈련 실시, 인건비의 안정적 확보 등을 제언하였다.
