Formation and change of policy can be not made of rational base, but rather achieved a reasonably actors involved in policy by political interaction. Policy actors are involved in policy by maximizing the benefits of trying to minimize losses. This study analyzed the case of integration failure of Jeonju and Wanju by referendum in June 2013 focusing on the policy preferences, policy interests and power assets of policy actor. Policy actors who would benefit from the integration of Jeonju and Wanju were favored this issue, but other actors who would be a disadvantage were against the integration. All of them utilize their power assets to try to realize their policies preferences. The interaction of actors according to the rules set by the central government made. The central government set the rule to determine the district integration which the decision of the city council in Jeonju, the referendum in Wanju was to decide whether to consolidate. 정책의 형성과 변화는 합리적으로 이루어지기 보다는 정책에 관련되어 있는 행위자들의 상호작용에 의해 정 치적으로 이루어지는 경우가 많다고 할 수 있다. 정책행위자들은 정책에 관여함으로써 이득은 최대화하고 손 실은 최소화하려고 한다. 본 연구는 2013년 6월 주민투표에 의해 시․군 통합에 실패한 전주시와 완주군 통합과정을 연구대상으로 선정 하여 정책행위자들의 정책선호, 정책이익, 권력자산을 중심으로 분석하였다. 전주시와 완주군의 통합으로 이 익을 얻을 것이라고 기대한 행위자는 통합찬성을, 불이익이 있을 것이라고 생각한 행위자는 통합에 반대하였 다. 이들은 자신의 권력자산을 활용하여 자신들의 정책선호를 실현하려고 하였다. 행위자의 상호작용은 중앙정부가 정한 규칙에 따라 이루어졌다. 중앙정부는 시의회의 의결과 주민투표로 통 합여부를 결정하도록 하였다. 주민투표에서 주민들이 통합에 찬성 혹은 반대에 투표하도록 활동하였고, 각 정 책행위자들은 협력과 갈등관계를 형성하였다.
