This paper aims to analyze policy issues in superintendent selection system with regard to the 156 editorial and columns included in the major newspapers between 2010 and 2013. The methods employed in this analysis is Network Text Analysis by which the individual and relational attributes of words occurring in the texts of each column and editorial can be identified and analyzed systematically and comprehensibly. The analysis results may be summarized as follows. First, a couple of policy issues regarding superintendent selection system are generally conspicuous in terms of policy area. Second, policy issues including policy ideology discrepancy between governor and superintendent, bribery scandal, and educational autonomy, attracted popular attention. Third, it is noted that endeavors to examine policy issues which may sound sensitive to education policy makers and academics have been rare, indicating that policy efforts in the field of superintendent selection system should undergo change in order to meet academic and practical needs.

본 연구는 시도교육감 제도가 가지고 있는 문제점을 네트워크 텍스트 분석방법을 활용하여 도출하고자 하는 데 연구목적이 있다. 지금까지의 시도교육감 선출제도의 문제점을 도출하는 데 있어서는 주로 설문지나 인터뷰 방식을 활용하였다. 그 결과, 지금까지의 연구들은 시도교육감 제도가 가지고 있는 문제점들을 단편적 시각에서 이루어진 것이 사실이다. 특정한 문제점이 노출될 때마다 이 문제점 중심으로 현재의 시도교육감 제도를 쟁점으로 삼아 왔다는 것이다. 본 연구에서는 이러한 기존 연구의 한계를 극복하고 보다 종합적 시각에서 현재의 시도교육감 제도가 가지고 있는 현실적인 문제점들을 도출하기 위하여 네트워크 텍스트 분석방법을 적용하고자 한다. 이러한 분석방법을 적용하는 경우, 기존 선행 연구들에 대한 한계를 극복하는 동시에 시도교육감 선출제도 개선을 위한 정책적 방향을 도출하는데 보다 실질적인 유용성을 제공해 줄 수 있다고 생각한다. 네트워크 텍스트 분석방법에 의한 연구결과를 정리하면 다음과 같다. 우선, 최근 4 년동안의 신문사설과 칼럼내용을 분석한 결과, 교육감과 시도지사의 성향차이로 인한 정책 갈등 문제, 교육감의 각종 비리로 인한 문제점, 인사권의 전횡 문제, 선거과정의 고비용 문제, 교육의 자주성 문제 등이 개별적인 세부 문제들과 밀접히 연관되어 있음을 알 수 있다. 향후 교육감 제도개선방향은 이러한 상호 연관된 문제들이 단계적으로 개선될 수 있도록 노력하는 것이 필요하다.
