This paper investigates causal relationships between living conditions and happiness in Jeju Province in Korea, and brings forward policy suggestions for local government to be able to enhance level of happiness which local residents can enjoy. The research method employed in this study is SEM (Structural Equation Model) by which inter-related factors affecting happiness of local residents can be causally and structurally analyzed. Using a large sample of individuals from 43 administrative areas region-wide, we find that the effect of environmental factors on happiness is larger than any other factor, implying that local government should maintain well the quality of natural environment-related things within the Province. In agreement with earlier and existing studies, policy factors are not directly associated with happiness of residents. Rather, interestingly enough, they are indirectly associated with happiness, via the mediating socio-economic and psychological variables. Overall, the results indicate that natural environment-related factors such as geography and climate must be explicitly taken into consideration in order to understand the relationships between living conditions and happiness.

본 연구는 주민들이 처하고 있는 생활여건과 주관적 행복도와의 인과적 관계를 밝히고 이를 통하여 지방자치단체들이 주민행복도를 제고시키기 위해 필요한 정책적 시사점을 제공해 주고자 하는 데 연구의 목적이 있다. 이를 위해서 제주특별자치도를 연구의 대상으로 한다. 제주 지역 주민의 행복도에 영향을 미치는 변인으로 자연환경, 정책, 사회 환경, 의료, 경제, 교육, 심리적 요인들을 생활 여건으로 규정하고 선행연구와 이론을 근거로 변수들 간의 인과적 관계를 설정한 후 구조방정식모형 분석을 통하여 변인들 간의 인과관계를 보다 명확하게 밝히는데 일차적인 목적을 둔다. 또한 생활 여건에서 차이를 보이는 제주시와 서귀포시 주민의 행복도에 영향을 미치는 요인들의 인과적 관계에는 어떠한 차이가 있는지를 비교하고자 한다. 본 연구의 결과, 자연환경 요인이 행복도에 영향을 가장 크게 미치고 있고 정책요인들은 사회환경적 요인과 심리적 요인을 거쳐서 간접적 영향력을 미치고 있는 것으로 분석된다. 본 연구의 결과는 제주특별자치도 주민들 뿐만 아니라 자치단체 통합과정을 통하여 통합시가 이루어진 경우 주민들의 행복도를 증진하기 위한 실천적이고 정책적인 함의를 도출하는데 기초자료가 될 것이다.
