Jogye Order of Korean Buddhism Reform in 1994 was directly caused from Seo Woi Hyun's trial for 3rd consecutive appointment of executive chief of Korean Buddhist Jogye Order. At that time he was in the position of executive chief of Jogye Order. In order to block Seo Woi Hyun's 3rd consecutive appointment, innovative 8 groups centering young trainee monks and scholar monks established the Pan Buddhist Order Reform Promotion Committee(acronym: PBORPC) in Jungang Sangha University located in Temple Gaewun, Anam-dong on March 23rd, 1994. During the PBORPC's activities blocking Seo Woi Hyun's 3rd consecutive appointment, many problems in Korean Buddhism World were explosively emerged. 1994 Jogye Order crisis was solved through many discussions, and the BORPC's innovating movement became a watershed for Korean modern Buddhism history in that the discussions were reflected in the Jogye Order's management. As Seo Woi Hyun in collusion with the authority power tried to solve the problem of his 3rd consecutive appointment as the executive chief of Jogye Order by mobilizing some gangs, the problem was expanded as a social problem. During the process solving problems related his appointment as the executive chief of Jogye Order, the corruption scandal implicating Sangmudae was expanded to the political range, and eventually was highlighted as a public issue. Kim Yeong Sam's government was afraid of taking moral knock in its reputation which had gotten from a few reformative actions taken in its early days, so had to declare a separation from Seon Woi Hyun. Then PBORPC is consisted of ad hocracy Reformation Conference executes reformation. In that corrupt monks in Jogye Order in collusion with the authority power were eradicated at expense with many sacrifices, Pan Buddhist Order Reform Promotion Committee(PBORPC)'s movement was very meaningful. However there were many structural imbalances in Korean Jogye Order at that time. To solve such problems, BORPC adopted the way to draw out the conclusion through discussions participating all monks under the national monk competition and the Pan Buddhist competition. Such solution method is considered as a wise solution in that it adopted the best way after listening to many people's opinions. Although Seo Woi Hyun's trial for 3rd consecutive appointment as the executive chief of Jogye Order was reckless from the first, tremendous monks had to be sacrificed in order to block his trial. Moreover, there created the situation which Buddhism world had to confess its sins before the society. This is the fact that Buddhism world had to accept with humble. The sacrifices we had to endured until 28th new Jogey Order's creation were significantly valuable. The fact that Kim Yeong Sam's government withdrew law enforcement authorities from Temple Jogye under the judgement that the government could not hinder Korean Buddhism's independence any longer is a historic fact to be recorded forever in Korean Buddhism history. Moreover, it was the throe of birth which had to be endured in order that Korean Buddhism could be recreated.

1994년 대한불교조계종 개혁불사의 직접적인 원인이 된 것은 당시 총무원장이었던 서의현의 3 선 연임기도에서 비롯되었다. 서의현의 3선 연임을 저지하기 위하여 불교계의 젊은 수행승과 학 승들을 중심으로 한 혁신세력 8개 단체는 1994년 3월 23일 범승가종단개혁추진회(약칭 : 범종추 )를 결성하였다. 범종추는 서의현의 3선 연임을 저지하는 과정에서 당시 불교계가 안고 있던 당 면 문제들이 폭발적으로 쏟아져 나온 개혁의 여론을 겸허하게 수렴하였다. 1994년 대한불교조계 종 사태는 많은 토론을 거치면서 해결책이 논의되었고 이 논의들은 교단 운영에 반영되었다는 점에서 한국 현대불교사에서 한 분수령을 이루었다. 권력과 결탁한 서의현은 자신의 총무원장 3선 연임을 폭력 세력을 동원해서 해결하려 함으로써 문제를 사회문제로 확대시켰다. 그 과정에서 상무대 비리 사건은 정치권으로 비화되었고 여론의 쟁점으로 부각되었다. 김영삼 정부는 출범 초기에 시행한 몇 가지 개혁정치로 얻은 명성에 도덕 적인 상처를 입는 것이 두려워서 서의현과 결별을 선언하지 않을 수 없었다. 범종추는 이후 개혁 회의라는 임시기구를 결성하고 많은 희생을 치르면서 권력과 결탁한 종단의 비리승들을 척결하 였다는 점에서 그 의의는 실로 크다. 당시 불교 종단이 안고 있는 구조적인 모순 또한 적지 않았 다. 범종추는 이러한 문제들을 해결하기 위해서 전국 승려대회와 범불교도대회라는 모든 승려들 이 참여하여 토론을 통하여 결론을 도출하는 방법을 취하였다. 이러한 해결 방법은 많은 사람들 의 다양한 의견을 듣고 최선의 길을 택한다는 점에서 현명한 해결책이었다고 하겠다. 서의현의 3선 연임 기도는 애초부터 무모한 것이었음에도 불구하고 수많은 승려들이 피를 흘리 는 희생을 치러야 하였다. 불교계는 사회에 참회하지 않을 수 없는 상황이 연출되었다. 이러한 사실은 불교계가 겸허하게 수용해야 할 부분이다. 제28대 새로운 종단이 탄생하기까지 치러야 했던 희생은 참으로 값진 것이었다. 김영삼 정권이 더 이상 불교의 자주화를 막을 수 없다는 판 단하에 조계사에서 공권력을 철수한 사실은 이 땅의 불교사에 길이 기록해 두어야 할 역사적 사 실이다. 아울러 그것은 불교가 거듭나기 위해서 치러야 했던 출산의 고통이었다.
