For the police to overcome existing negative image related to human rights and induce people's active participation, there is a need for awareness change for not only the entire organization but also individual police officers. It is because education is one of the most important methods that can bring about changes to not only individual constituents but also the entire organization. Accordingly, this study reviewed the trend of petition cases on human rights violation filed to National Human Rights Commission of the Republic of Korea as well as various dispute cases, and analyzed the present condition of human rights education of the police to present a desirable future direction for human rights education for the police. The study result showed a significant difference in the education time and contents of various local police agencies to due absence of legal standards, and lack of education time as local police agencies were providing as few as 8 hours or two sessions of education. In addition, it was found that numerous programs that are not directly related to human rights education were being conducted under the title of human rights education, and the effectiveness of education could not be ensured due to education provided by internal personnel and large-scale education system. Accordingly, it is necessary for the police to revise related regulations such as 'the regulations of duties of police for human rights protection' to clearly specify the purpose, object, time and contents of human rights education, and develop human rights program according to function and step based on education objects' characteristics to provide programs according to the characteristics and needs of education objects. In addition, it is necessary to expand small-scale education program and utilize outside experts to maximize the effectiveness of education and develop/provide online human rights education program. In addition, portable human rights education material, such as the pocketbook of the UN Commission on Human Rights, to allow the police to always have human rights awareness during the process of police activities.

경찰이 인권과 관련된 기존의 부정적 이미지를 극복하고 활발한 시민참여를 유도하기 위해서는 조직 전체뿐만 아니라 경찰공무원 개개인의 의식전환이 필요하다. 이를 위해서는 인권교육을 강 화해야 하고 이를 통해 보다 인권 친화적인 경찰활동을 전개해야 한다. 교육이야 말로 구성원 개 개인은 물론 조직 전체의 변화를 가져올 수 있는 가장 중요한 방법 중 하나이기 때문이다. 따라서 이 연구에서는 경찰활동과 인권의 관계를 분석함과 동시에 인권교육의 필요성을 검토하 기 위해 그동안 국가인권위원회에 제기된 인권침해 관련 진정사건 및 각종 쟁송 사례 추이를 살 펴보았다. 또한 현재 경찰의 인권교육 실태를 분석하여 향후 경찰이 지향해야 할 인권교육의 바 람직한 방향을 제시하였다. 연구결과, 현재 경찰의 인권교육은 법적 기준의 부재로 각 지방경찰청별 교육시간과 내용이 매 우 큰 차이를 보이고 있는 것으로 나타났고, 지방경찰청에 따라 최소 8시간 또는 2회의 교육만이 이루어지고 있어 교육시간이 크게 부족한 것으로 분석되었다. 그리고 인권교육과 직접적 관련이 없는 다수의 프로그램들이 인권교육이라는 명목으로 실시되 고 있는 것으로 분석되었으며, 내부 인력에 의한 교육과 대단위 교육 시스템으로 인해 교육의 효 과성을 담보할 수 없는 것으로 나타났다. 그러므로 향후 경찰에서는 「인권보호를 위한 경찰관 직무규칙」등 관련 법규를 개정하거나 훈 령 등을 통하여 인권교육의 목적, 대상, 시간, 내용 등을 명확히 적시하고, 교육 대상자의 특성에 맞는 기능별, 단계별 인권교육 프로그램을 개발하여 교육대상의 특성과 수요에 맞는 프로그램을 제공해야 할 것이다. 또한 소규모 교육 프로그램을 확대하고 외부 전문가를 활용하여 교육의 효과성을 극대화하고 온 라인 인권교육 프로그램을 개발, 보급함과 더불어 UN 인권위원회의 포켓북과 같은 휴대용 인권 교육 기자재를 개발하여 경찰활동 과정에서 항상 인권의식을 가질 수 있도록 해야 할 것이다.
